PROJECT SUMMARY: Applicant proposes to construct a pier over a small canal then continue the pier out over a large span of Coastal Wetlands to gain water access to the main body of water. FIELD INVESTIGATION REPORT: HAROLD BEARD /CARTERET COUNTY PAGE #2 9. NARRATIVE DESCRIPTION: The applicant's property is located adjacent to 170 Stacy Loop Road (SR1371) and Brett Bay, in the small community of Stacy, Carteret County. The property is approx. 2 acres in size, with approx. .70 acres being high ground and the remaining being Coastal Wetlands. The property has been developed with a single family residence and has a pier with a 6' x 20' "T" platform which terminates in an existing canal (mosquito control ditch). The canal is approximately 20' wide X - 0' deep at mean low water and is connected to Brett Bay. A ± 500' expanse of Coastal Wetlands separate the canal with the surface waters of Brett Bay. Waters at the project site have been classified as SA and are open to harvesting of shellfish. The applicant is proposing to extend his existing pier across the existing canal and over the wetland areas in order to get to the surface waters of Brett Bay. The pier addition would be ± 515' long with a 20' x 6' "T" at its waterward end. Two mooring pilings would be placed on the outboard side of the "T". 10. ANTICIPATED IMPACTS: The applicant is proposing to build a pier across an existing canal to deeper waters in the Bay. The proposed pier addition would be approx. 520' long x 2.5' wide with a 20' long x 6' wide "T" at its waterward end. This would result in approx 1736 sq. ft. of Coastal Wetlands and 340 sq.ft. of public trust bottom being shaded by the proposed pier structure. Some short term increase in turbidity can be expected during the construction of the pier, "T" platform and mooring pilings, however, one would not expect any permanent or long term impacts to the area. The applicant is proposing to construct the pier 5' above the MHW and leave at least a 10' opening to allow any boats in the area to pass under the pier at the point where the pier would cross the small canal. There is another pier crossing the canal upstream of this project and one would expect very little boat traffic in the area due to the very shallow water (approx. 0' MLW).
