Dear Mr. Howard:
On June 14, 2013, Katie Merritt with the Division of Water Quality (DWQ) notified Restoration
Systems, LLC (RS) that DWQ was performing a semi - annual audit of all nutrient offset and buffer
mitigation credit sales for all private nutrient offset and buffer mitigation banks. Along with this
notification, Ms. Merritt requested all credit ledgers along with all corresponding local government
approval /verification letters for the following banks:
• Wellons Farm Bank ( #2008- 0510v2) —credit sales from December 14, 2012 to June 14, 2013
• Lane Island Bank ( #2008 - 05100) - credit sales from December 19, 2012 to June 14, 2013
On June 24, 2013 and July 10, 2013, DWQ received all of the requested documentation. Findings from
this audit suggest that all credit sales are compliant.
