Introductions were made by all in attendance. Jonathan Henderson started the review by leading into each permit impact site (4 total). Only plan sheets with permit impact sites were reviewed. Site 1 (Sheet 21): Culvert extension and roadway widening to the north and south sides. The pond will be temporarily drained for construction and TDE provided. The TS will be removed from the drawings. Flow of the stream will be maintained during construction. Riprap at the culvert outlet is not needed due to the 0.5% slope and water will be backed up in the culvert. NEU clarified that there is no stream on the inlet side; this is a wetland per NEU conversations with Richard Spencer, Concerns about the extra costs of larger pipe, pipe length, more excavation, soil material, etc. were discussed due to burying the pipe 2 feet on the outlet side of this site especially if the pipe is actually going to be backed up from the pond. This depth of pipe was to tie the new pipe to the existing pond bottom elevation. Site 2 (Sheet 23): The pond will be breached and drained for construction. Wetlands are adjacent to the pond. NEU will have Richard Spencer review the additional wetlands at this site for additional impacts. As a follow up to the meeting, the additional mapped wetlands are below the embankment and are not impacted by the project. No additional impact is calculated at this site. NEU stated that they are looking into the potential for mitigation at this site. Site 3 (Sheets 23124): Proposed culvert extension to the north side and there will be no impacts on south side. There are a number of utilities at this location and reason for roadway widening and culvert extension to one side. Due to a hatching angle issue, it appears that the channel impacts may not have been calculated. This will be verified. If there is rip rap on the channel banks for stabilization, this should be noted at the bottom of the Impact Summary Sheets. Site 4 (Sheet 28): The existing 48" CSP will be replaced with a new 60" pipe that will be bored and jacked under the existing roadway. A junction box was added to assist in decreasing the velocity of flow. The drainage at this site will be maintained through the existing pipe during the bore and jack. Flip the bore and jack detail and label bore and jack on the plan sheets. If there is rip rap on the channel banks for stabilization, this should be noted at the bottom of the Impact Summary Sheets.
