On February 27, 2013, Anthony Scarbraugh with the Division of Water Quality (DWQ) met with Perry Jones of the Town of Pikeville,
concerning proposed removal of an abandoned Imhoff wastewater tank adjacent to a feature known as the Slough. The subject site
is located 0.13 miles southeast of the intersection of NC Highway 117 South and East Ham Street in Pikeville, Wayne County. During
the meeting, Mr. Scarbraugh discussed the property location being located within the Neuse River Basin and thus subject to the
Neuse River Riparian Buffer Rules. During the meeting, Mr. Scarbraugh stated the removal of impervious surfaces from the Neuse
River Riparian Buffer would be considered an "Exempt" activity under 15A NCAC 2B .0233. In addition, Mr. Scarbraugh noted the
vegetation within the area is dominated by Chinese Privet (Ligustrum sinense). Mr. Scarbraugh stated that removal of exotic
vegetation is also "Exempt" provided clearing is conducted by hand. Mr. Scarbraugh requested that sediment and erosion control
measures by installed prior to demolition activities and the construction area be stabilized immediately following the completion of
demolition activities.
