The Division of Water Quality (DWQ) 401 Oversight and Express Review Permitting Unit has reviewed
the Year 5 Monitoring Report for the above-referenced site. Our comments on the report are as follows:
Stream Restoration
• The physical stream monitoring data appears encouraging, as the channel appears relatively
stable at all cross-sections.
• The biological (macrobenthos) monitoring data was somewhat discouraging, as only very
tolerant taxa were found in Year 5. Furthermore, no EPT taxa were found. The results of the
biological monitoring may be attributed to the input of sediment into the system. Better
sediment management at the site is critical to achieving the ideal goal of water quality
improvement and ecological uplift of the system.
• Stream flow data appeared to indicate that bankfull events have occurred, and stability was
relatively unaffected.
Based on the information presented in the monitoring report, the stream appears to have met all of the
applicable success criteria.

Wetland Restoration
• Hydrology and vegetation success criteria appear to have been met, although there appears to be
a prevalence of invasive exotic species at the site, mainly Chinese privet (Ligustrum sinense).
Management of these species is desirable prior to release of the site, if such management is
practical and would not impact maturing characteristic vegetation.
Based on descriptions of existing wooded areas on the site, it appears that Chinese privet is
dominant in the understory of these areas. The presence of this on-site seed source may make
efforts to control the species in the restoration area impractical.
Based on the information presented in the monitoring report, the wetland appears to have met all of the
applicable success criteria.
However, DWQ strongly recommends implementation of the sediment control measures described in
Section 5.0 of the monitoring report. Please note that discharge of sediment into streams is a violation
of state water quality standards (15A NCAC 02B .0211(3)f).
