GENERAL NOTES
PROJECT DESCRIPTION
THE WORK AT THE 115KV YARD AT THE CLIFFSIDE UNIT 5 SUBSTATION CONSISTS OF ABANDONING IN PLACE THE
EXISTING 36" CMP CULVERT THAT RUNS UNDER THE SUBSTATION AND INSTALLING A NEW PIPE NETWORK THAT
USES AN ALIGNMENT THAT RUNS AROUND THE OUTER EAST SIDE OF THE SUBSTATION. THE NEW PIPE NETWORK
WILL CONVEY THE SAME DRAINAGE FROM THE EXISTING CULVERT INLET TO THE SAME OUTLET LOCATION. SILT
FENCE AND COMPOST SOCK WILL BE USED DOWN GRADIENT OF EXCAVATIONS AND INLET PROTECTION WILL BE
USED TO PREVENT SEDIMENT LADEN RUNOFF FROM ENTERING THE EXISTING OR PROPOSED STORM DRAINAGE
SYSTEM OR FROM LEAVING THE PROJECT SITE. THE TOTAL DISTURBED AREA FOR THIS PROJECT IS
APPROXIMATELY 28.64 ACRES.
EXISTING SITE CONDITIONS
STORMWATER RUNOFF FROM THE SITE ULTIMATELY DISCHARGES TO THE BROAD RIVER WHICH IS LOCATED
WITHIN THE SANTEE RIVER WATERSHED.
SCHEDULE
WORK IS PLANNED TO BEGIN IN THE FIRST QUARTER OF 2022.
EROSION AND SEDIMENTATION CONTROL NARRATIVE
THE EROSION AND SEDIMENT CONTROL MEASURES FOR THIS PROJECT INVOLVE THE PLACEMENT OF A VARIETY
OF EROSION AND SEDIMENT CONTROL DEVICES AT STRATEGIC LOCATIONS THROUGHOUT THE DEVELOPMENT.
THESE MEASURES INCLUDE:
1. SILT FENCING
2. SILT FENCE OUTLETS
3. SILT FENCE J-HOOK
4. EROSION CONTROL MATTING
5. COMPOST SOCKS
6. INLET PROTECTION
7. ROCK PIPE INLET PROTECTION
8. TEMPORARY/PERMANENT SEEDING
PERIMETER DEVICES AND INLET PROTECTION ARE TO BE INSTALLED PRIOR TO ANY LAND DISTURBANCE
ACTIVITIES. ALL EROSION CONTROL DEVICES SHALL BE PROPERLY MAINTAINED UNTIL THE COMPLETION OF ALL
WORK ACTIVITIES AND ALL DISTURBED AREAS HAVE BEEN STABILIZED. ADDITIONAL CONTROL DEVICES MAY BE
REQUIRED DURING WORK ACTIVITIES IN ORDER TO CONTROL EROSION AND/OR OFFSITE SEDIMENTATION. ALL
TEMPORARY CONTROL DEVICES SHALL BE REMOVED ONCE WORK IS COMPLETE AND THE SITE IS STABILIZED.
GENERAL NOTES
1. ALL EROSION CONTROL DEVICES SHALL BE PROPERLY MAINTAINED DURING CONSTRUCTION UNTIL
THE COMPLETION OF CONSTRUCTION ACTIVITIES AND DISTURBED AREAS HAVE BEEN STABILIZED.
TEMPORARY EROSION CONTROL DEVICES SHALL BE REMOVED ONCE CONSTRUCTION IS COMPLETE
AND THE SITE IS STABILIZED.
2. SEDIMENT AND EROSION CONTROL DEVICES AND PLANTED AREAS SHALL BE INSPECTED BY DUKE
ENERGY OR THEIR REPRESENTATIVE EVERY SEVEN (7) CALENDAR DAYS AND AFTER EACH RAINFALL
OCCURRENCE THAT EXCEEDS ONE-HALF (0.5) INCH IN A 24-HOUR PERIOD. DAMAGED OR INEFFECTIVE
DEVICES SHALL BE REPAIRED OR REPLACED, AS NECESSARY, AS SOON AS PRACTICAL.
3. SEEDED AREAS SHALL BE FERTILIZED, RESEEDED AS NECESSARY AND MULCHED ACCORDING TO THE
SEEDING PLAN TO MAINTAIN A VIGOROUS, DENSE VEGETATIVE COVER. SEEDED AREAS SHALL BE
INSPECTED PERIODICALLY BY DUKE ENERGY UNTIL FINAL GROUND COVER HAS BEEN ESTABLISHED.
4. THE OWNER OR THEIR AGENT SHOULD ADHERE TO THE SELF -INSPECTION PROGRAM FOR EROSION
AND SEDIMENT CONTROL (EFFECTIVE OCTOBER 1, 2010). DETAILS OF THE PROGRAM AND
RECOMMENDED INSPECTION FORMS CAN BE FOUND AT THE FOLLOWING WEBSITE:

5. STABILIZATION MEASURES SHALL BE INITIATED AS SOON AS PRACTICABLE IN PORTIONS OF THE SITE
WHERE CONSTRUCTION ACTIVITIES HAVE TEMPORARILY OR PERMANENTLY CEASED, BUT IN NO CASE
MORE THAN SEVEN ( 7) DAYS FOR PERIMETER AREAS AND SLOPES GREATER THAN 3H:1V AND NO
MORE THAN FOURTEEN (14) DAYS FOR OTHER AREAS AFTER WORK HAS CEASED.
6. THIS DOCUMENT, TOGETHER WITH THE CONCEPTS AND DESIGNS PRESENTED HEREIN, AS AN
INSTRUMENT OF SERVICE, IS INTENDED ONLY FOR THE SPECIFIC PURPOSE AND CLIENT FOR WHICH IT
WAS PREPARED. REUSE OF, OR IMPROPER RELIANCE ON, THIS DOCUMENT WITHOUT WRITTEN

STANDARDS
ALL EROSION AND SEDIMENTATION CONTROLS SHALL BE IN ACCORDANCE WITH THE NORTH CAROLINA
SEDIMENTATION POLLUTION CONTROL ACT OF 1973. CONSTRUCTION DETAILS AND SPECIFICATIONS WITHIN THIS
PLAN WERE DERIVED FROM THE EROSION AND SEDIMENT CONTROL PLANNING AND DESIGN MANUAL DATED MAY,
2013, PREPARED BY THE NORTH CAROLINA SEDIMENTATION CONTROL COMMISSION, NORTH CAROLINA
DEPARTMENT OF ENVIRONMENTAL QUALITY (NCDEQ) AND NORTH CAROLINA AGRICULTURAL EXTENSION
SERVICE (NCAES).
CONSTRUCTION SEQUENCE
PHASE 1 - INSTALLATION OF PERIMETER CONTROLS
1. HOLD PRE -CONSTRUCTION MEETING WITH THE OWNER, ENGINEER OF RECORD, AND ALL
CONTRACTORS AND SUBCONTRACTORS INVOLVED WITH LAND DISTURBANCE. PRE -CONSTRUCTION
MEETING SHALL REVIEW OVERALL CONSTRUCTION SEQUENCE, ENVIRONMENTAL COORDINATION AND
TESTING, AND ITEMS ON THE CRITICAL PATH PRIOR TO THE START OF CONSTRUCTION.
2. CONTRACTOR MOBILIZATION TO SITE.
3. THE CONTRACTOR SHALL LOCATE AND VERIFY ALL UNDERGROUND UTILITIES PRIOR TO
COMMENCEMENT OF ANY LAND DISTURBANCE ACTIVITIES. THE CONTRACTOR SHALL BE
RESPONSIBLE FOR REPAIR OR REPLACEMENT OF ANY UTILITIES, CABLES, PIPES, OR OTHER
UNDERGROUND CONVEYANCES SCHEDULED TO REMAIN THAT ARE DESTROYED OR DAMAGED BY THE
CONTRACTOR, INCLUDING ANY SUBCONTRACTORS, DURING THE PROJECT. UTILITIES WHICH HAVE
BEEN ABANDONED WILL NOT BE REPAIRED/REPLACED.
4. THE CONTRACTOR SHALL CLEARLY DEMARCATE THE LIMITS OF DISTURBANCE. THE LIMITS SHALL BE
CLEARLY AND ACCURATELY DEMARCATED WITH STAKES, RIBBONS OR OTHER APPROPRIATE VISUAL
MARKING DEVICES. THE LIMITS OF DISTURBANCE SHALL BE MAINTAINED FOR THE DURATION OF THE
PROJECT. NO LAND DISTURBANCE SHALL OCCUR OUTSIDE THE APPROVED LIMITS OF DISTURBANCE
INDICATED ON THE DRAWINGS VVITHOUT APPROVAL BY THE OWNER.
5. INSTALL PERIMETER CONTROL MEASURES AS SHOWN ON THE PLAN PRIOR TO CLEARING AND
GRUBBING, WHERE PRACTICAL. FIELD VERIFY AND INSTALL DOUBLE ROW SILT FENCE AND
PROTECTIVE FENCE AROUND ENVIRONMENTALLY SENSITIVE AREAS INCLUDE BUT ARE NOT LIMITED
TO STREAMS, WETLANDS, AND PONDS. WHEN CLEARING IS REQUIRED TO INSTALL PERIMETER
MEASURES, CLEARING AND GRUBBING SHALL NOT OUTPACE THE INSTALLATION OF PERIMETER
CONTROLS.
6. INSTALL SILT FENCE AND SILT FENCE OUTLETS AROUND THE PROPOSED STOCKPILE AREA. INSTALL
COMPOST FILTER SOCK PYRAMID AS SHOWN ON THE PLANS TO PROVIDE VEHICLE ACCESS TO THE
STOCKPILE AREA.
7. THE CONTRACTOR SHALL NOT PERFORM ANY CLEARING AND GRUBBING ACTIVITIES (EXCEPT THOSE
NECESSARY FOR PERIMETER CONTROL INSTALLATION) NOR ANY DEMOLITION ACTIVITIES (SUCH AS
REMOVAL OF SWITCHYARD FENCE AND ANY OTHER SWITCHYARD APPURTENANCES) UNTIL
PERIMETER CONTROLS ARE INSTALLED AS SHOWN ON THE PLANS.
PHASE 2 - PROPOSED PIPE INSTALLATION
1. CONTRACTOR TO BEGIN NEW PROPOSED PIPE NETWORK INSTALLATION. CONTRACTOR TO PHASE,
SEQUENCE, AND CONDUCT LAND DISTURBING AND CONSTRUCTION ACTIVITIES IN A MANNER THAT
MINIMIZE THE AMOUNT OF BARE SOIL EXPOSED AT A GIVEN TIME DURING THE PROJECT.
CONTRACTOR TO DETERMINE THE NECESSARY SHORING REQUIREMENTS PER OSHA EXCAVATION
STANDARD.
2. CONTRACTOR TO EVALUATE THE SHORING REQUIREMENTS FOR PIPE INSTALLATION AND DESIGN
SHORING PER OSHA EXCAVATION STANDARD. SHORING DESIGN TO BE PROVIDED TO DUKE ENERGY
AND THE ENGINEER FOR APPROVAL.
3. CONTRACTOR TO ENDEAVOR TO MAINTAIN EXISTING MAINTENANCE ACCESS DURING CONSTRUCTION
THROUGH PHASING OF EXCAVATION AND PIPE INSTALLATION.
4. DURING PIPE INSTALLATION, STORMWATER COLLECTED WITHIN THE EXCAVATION SHALL BE PUMPED
TO AN APPROPRIATE OUTFALL AND DISCHARGED THROUGH A SILT BAG. DIRECT DISCHARGE OF
PUMPED STORMWATER IS NOT PERMITTED.
PHASE 3 - FINAL CONDITIONS
1. CONTRACTOR SHALL DILIGENTLY AND CONTINUOUSLY MAINTAIN ALL EROSION CONTROL DEVICES
AND STRUCTURES THROUGHOUT ALL PHASES OF THE PROJECT.
2. STABILIZE ANY DISTURBED AREAS WITH PERMANENT VEGETATION PER THE SEEDING
SPECIFICATIONS.
3. UPON PERMANENT STABILIZATION OF DISTURBED AREAS, AN INSPECTION AND APPROVAL BY A
REPRESENTATIVE OF THE NCDEQ LAND QUALITY SECTION IS REQUIRED PRIOR TO THE REMOVAL OF
EROSION CONTROL MEASURES.
4. CLOSE EROSION AND SEDIMENT CONTROL PERMIT IN ACCORDANCE WITH NCDEQ REQUIREMENTS.
5. DECOMMISSION EROSION AND SEDIMENT CONTROL MEASURES.
GENERAL NOTES FOR CONTRACTOR
1. ALL WORK AND MATERIALS SHALL COMPLY WITH ALL COUNTY, STATE AND FEDERAL REGULATIONS
AND CODES AND O.S.H.A. STANDARDS.
2. EXISTING TOPOGRAPHIC INFORMATION IS A BLEND OF TOPOGRAPHIC DATA FROM SURVEY
COMPLETED BY PATTERSON & DEWAR ENGINEERS ON NOVEMBER 11, 2018, ADDITIONAL SURVEY
COMPLETED BY MASER CONSULTING ON OCTOBER 30, 2020 AND LIDAR DATA FROM NC ONE MAP.
3. EXISTING PLANIMETRIC DATA PRODUCED FROM PHOTOGRAMMETRIC METHODS FROM AERIAL
PHOTOGRAPHY COMPLETED BY PATTERSON & DEWAR ENGINEERS ON NOVEMBER 26, 2018 AND
ADDITIONAL SURVEY COMPLETED BY MASER CONSULTING ON OCTOBER 30, 2020.
4. NOT ALL UTILITIES ARE SHOWN IN THESE PLANS AND THEREFORE THE CONTRACTOR SHALL NOT
ASSUME COMPLETENESS OF THE PROVIDED EXISTING CONDITIONS PLAN. THE CONTRACTOR IS
RESPONSIBLE FOR NOTIFYING UTILITY COMPANIES TO LOCATE ALL UNDERGROUND UTILITIES PRIOR
TO ANY CONSTRUCTION.
5. THE CONTRACTOR SHALL PROTECT ALL MONUMENTS, IRON PINS, AND PROPERTY CORNERS DURING
CONSTRUCTION. THE CONTRACTOR IS RESPONSIBLE FOR REPLACEMENT OF ANY PROPERTY
MARKERS DISTURBED DURING CONSTRUCTION.
6. PROPOSED GRADING AND GROUND DISTURBING ACTIVITIES SHOWN ON THIS PLAN IS ON DUKE
ENERGY PROPERTY. APPROVAL OF THIS PLAN IS NOT AN AUTHORIZATION TO GRADE ADJACENT
PROPERTIES. WHEN FIELD CONDITIONS WARRANT OFF SITE GRADING, PERMISSION MUST BE
OBTAINED FROM THE AFFECTED PROPERTY OWNERS IN WRITING.
7. CONTRACTOR AGREES TO REPAIR ANY DAMAGE TO THE PUBLIC RIGHT OF WAY IN ACCORDANCE WITH
THE STANDARDS OF THE NCDOT.
8. ANY EXCAVATED MATERIAL SHALL BE STOCKPILED IN DESIGNATED AREAS AS SHOWN ON THE PLANS.
STOCK PILES SHALL BE LOCATED UP -GRADIENT OF EROSION AND SEDIMENT CONTROL FEATURES.
ADDITIONALLY, ALL STOCK PILES SHALL HAVE SILT FENCE OR DIVERSION BERMS INSTALLED ON THE
DOWN -GRADIENT SIDE OF THE STOCK PILE.
9. ANY OFF -SITE BORROW AND WASTE REQUIRED FOR THIS PROJECT MUST COME FROM A SITE WITH AN
APPROVED EROSION CONTROL PLAN, A SITE REGULATED UNDER THE MINING ACT OF 1971, OR A
LANDFILL REGULATED BY THE DIVISION OF SOLID WASTE MANAGEMENT. TRASH/DEBRIS FROM
DEMOLITION ACTIVITIES OR GENERATED BY ANY ACTIVITIES ON SITE MUST BE DISPOSED OF AT A
FACILITY REGULATED BY THE DIVISION OF SOLID WASTE MANAGEMENT OR PER DIVISION OF SOLID
WASTE MANAGEMENT OR DIVISION OF WATER RESOURCES RULES AND REGULATIONS. EXCAVATED
SOILS CONTAINING FLY ASH TO BE REMOVED AND DISPOSED OF IN SPECIFIED ON -SITE ASH DISPOSAL
LOCATIONS. PRIOR TO HAULING ANY MATERIAL OFF -SITE, THE ENVIRONMENTAL REPRESENTATIVE
SHALL COORDINATE MATERIAL TESTING FOR ANY CONTAMINANTS PER EPA/DUKE ENERGY
PROCEDURES AND DISPOSE ACCORDINGLY. NON -HAZARDOUS AND CLEAN MATERIAL SHALL BE
DISPOSED AT PERMITTED LANDFILLS OR SITES.
10. THE CONTRACTOR SHALL IMMEDIATELY REPORT TO THE OWNER AND CIVIL ENGINEERING
CONSULTANT ANY DISCREPANCIES FOUND BETWEEN THE ACTUAL FIELD CONDITIONS AND THE
CONSTRUCTION DOCUMENTS AND SHALL HALT WORK IN THE AREA OF DISCREPANCY. CONTRACTOR
IS ALLOWED TO CONTINUE WORK ON OTHER AREAS ON THE PROJECT SITE.
11. THE CONTRACTOR SHALL ASSUME SOLE AND COMPLETE RESPONSIBILITY FOR JOB SITE CONDITIONS
DURING THE COURSE OF CONSTRUCTION OF THIS PROJECT, INCLUDING SAFETY OF ALL PERSONS
AND PROPERTY. THIS REQUIREMENT SHALL APPLY CONTINUOUSLY AND IS NOT LIMITED TO NORMAL
WORKING HOURS.
12. IT IS ANTICIPATED THAT THE PROPOSED WORK WILL REQUIRE AN EROSION CONTROL PERMIT FROM
NCDEQ, A 401/404 NATIONWIDE PERMIT FROM THE USACE, AND A FLOODPLAIN DEVELOPMENT PERMIT
FROM RUTHERFORD COUNTY.
13. THE CONTRACTOR SHALL BE RESPONSIBLE FOR THE DAILY REMOVAL OF ALL CONSTRUCTION
MATERIALS SPILLED ON PAVED STREETS, ONSITE AND OFFSITE.
14. THE CONTRACTOR SHALL PURSUE THE WORK IN A CONTINUOUS AND DILIGENT MANNER,
CONFORMING TO ALL THE PERTINENT SAFETY REGULATIONS, TO INSURE A TIMELY COMPLETION OF
THE PROJECT.

If no daily rain gauge observations are made during weekend or
holiday periods, and no individual -day rainfall information is
available, record the cumulative rain measurement for those un-
attended days (and this will determine if a site inspection is
needed). Days on which no rainfall occurred shall be recorded as

approved by the Division.

6. Bring used fuels, lubricants, coolants, hydraulic fluids and other petroleum products to a recycling or

1. Never bury or burn waste. Place litter and debris in approved waste containers.
2. Provide a sufficient number and size of waste containers (e.g dumpster, trash receptacle) on site to
contain construction and domestic wastes.
3. Locate waste containers at least 50 feet away from storm drain inlets and surface waters unless no
other alternatives are reasonably available.
4. Locate waste containers on areas that do not receive substantial amounts of runoff from upland areas
and does not drain directly to a storm drain, stream or wetland.
5. Cover waste containers at the end of each workday and before storm events or provide secondary
containment. Repair or replace damaged waste containers.
6. Anchor all lightweight items in waste containers during times of high winds.
7. Empty waste containers as needed to prevent overflow. Clean up immediately if containers overflow.
8. Dispose waste off -site at an approved disposal facility.
9. On business days, clean up and dispose of waste in designated waste containers.

CONCRETE WASHOUTS
1. Do not discharge concrete or cement slurry from the site.
2. Dispose of, or recycle settled, hardened concrete residue in accordance with local and state solid
waste regulations and at an approved facility.
3. Manage washout from mortar mixers in accordance with the above item and in addition place the
mixer and associated materials on impervious barrier and within lot perimeter silt fence.
4. Install temporary concrete washouts per local requirements, where applicable. If an alternate method
or product is to be used, contact your approval authority for review and approval. If local standard
details are not available, use one of the two types of temporary concrete washouts provided on this
detail.
5. Do not use concrete washouts for dewatering or storing defective curb or sidewalk sections.
Stormwater accumulated within the washout may not be pumped into or discharged to the storm
drain system or receiving surface waters. Liquid waste must be pumped out and removed from
project.
6. Locate washouts at least 50 feet from storm drain inlets and surface waters unless it can be shown
that no other alternatives are reasonably available. At a minimum, install protection of storm drain
inlet(s) closest to the washout which could receive spills or overflow.
7. Locate washouts in an easily accessible area, on level ground and install a stone entrance pad in front
of the washout. Additional controls may be required by the approving authority.
8. Install at least one sign directing concrete trucks to the washout within the project limits. Post signage
on the washout itself to identify this location.
9. Remove leavings from the washout when at approximately 75% capacity to limit overflow events.
Replace the tarp, sand bags or other temporary structural components when no longer functional.
When utilizing alternative or proprietary products, follow manufacturer's instructions.
10. At the completion of the concrete work, remove remaining leavings and dispose of in an approved
disposal facility. Fill pit, if applicable, and stabilize any disturbance caused by removal of washout.

POLYACRYLAMIDES (PAMS) AND FLOCCULANTS

of portable toilet behind silt fence or place on a gravel pad and surround with sand bags.
2. Provide staking or anchoring of portable toilets during periods of high winds or in high foot traffic
areas.
3. Monitor portable toilets for leaking and properly dispose of any leaked material. Utilize a licensed
sanitary waste hauler to remove leaking portable toilets and replace with properly operating unit.
EARTHEN STOCKPILE MANAGEMENT
1. Show stockpile locations on plans. Locate earthen -material stockpile areas at least 50 feet away from
storm drain inlets, sediment basins, perimeter sediment controls and surface waters unless it can be
shown no other alternatives are reasonably available.
2. Protect stockpile with silt fence installed along toe of slope with a minimum offset of five feet from the
toe of stockpile.
3. Provide stable stone access point when feasible.
4. Stabilize stockpile within the timeframes provided on this sheet and in accordance with the approved
plan and any additional requirements. Soil stabilization is defined as vegetative, physical or chemical
coverage techniques that will restrain accelerated erosion on disturbed soils for temporary or
permanent control needs.
