In this email Travis states an anadromous fish moratorium is not recommended for Bridge No. 151 over Little River on SR 1722 unless fish passage has been provided at the Atkinson Mill prior to construction. I made a site visit yesterday (5/24) and no fish passage was present. I spoke with Glen Wheeler, Operations Manager and he confirmed my inspection that no fish passage existed at the mill dam. However the presence of anadromous fish at this site requires higher flow in the Little River at Atkinson Mill. I will revise our comments on this project (B-3863) to reflect our revision for B-4113. See the statement below. There has been conversation in the past to provide passage around Atkinson Mill once Lowell Mill was removed. Merritt" <jsmerritt@dot.state.nc.us> It would not need a permit modification, per se, but I could send out a correction without that condition, once you provide something written from WRC supporting such a change. We routinely include such a condition whenever the application materials, or other file documents, indicate that WRC and DOT agree to that. WRC did impose an anadromous fish passage moratorium for this project as was noted in the C.E. However, I was not aware that the former biologist working on this project had spoken with WRC concerning the Adkinson Mill Dam that is located downstream from our project and was blocking fish passage. WRC said the moratorium would not be needed unless fish passage had been provided at the dam prior to construction. I have attempted to contact Travis Wilson and he is out for the week. I plan on looking at the dam today and sending Travis an email of my findings. If there is not a fish passage and with WRC's approval, we will not be adhering to this condition. I will send you confirmation from WRC if this is the case. I know in some cases a letter of correction is used, in this instance I was not sure if that is would be applicable or if it would require a permit modification. Thanks for your help in this matter.
