-1765 DCM Permit No 5 06 Mr Huggett As you are aware the Department has monitored the US 17 Windsor Bypass temporary impact sites since their construction in January of 2009 Located in Bertie County, Site #14 is adjacent to Wakelon Road (SR 1001) and Site IP #1 is on a haul road for a borrow site off Greens Cross Road (SR 1300) These sites encompass 13 acres at Site #14 and 0 02 acre at Site IP #1 and were monitored for temporary wetland impacts associated with the R 2404A US 17 Windsor Bypass project The restoration effort involved the removal of temporary fill at Site #14 and removal of a pipe extension along 20 linear feet of perennial stream at Site IP #1 After the fill and pipe were removed, the areas were revegetated with the appropriate hardwood species and must re- attain jurisdictional wetland status at the end of three years, hydrologic monitoring was not required for this project According to permit conditions, NCDOT was required to monitor the US 17 Windsor Bypass temporary impact sites for three years or until success criteria were met with visual vegetation monitoring conducted each year After each growing season annual monitoring reports were submitted to the appropriate regulatory agencies via the Natural Environment Section (NES) website http / /www ncdot or /g doh/ preconstruct/ pe/ neu /Monttortng/Monatorin�eports html After three years of vegetation monitoring, the US 17 Windsor Bypass temporary impact sites indicates that natural re vegetation has occurred and the temporary impact areas at Site #14 and Site IP #1 have re- attained success criteria had been met and that no further monitoring would be required NCDOT requests that the appropriate resource agencies provide written documentation stating that no further monitoring is
