This correspondence is in reference to your e-mail request received May 31 2012 regarding the unnamed
tributary (UT) to Adams Creek Mitigation site located in Cabarrus County North Carolina This site is being
utilized by the North Carolina Department of Transportation as compensatory mitigation for stream impacts
associated with project R 2533B the widening of NC 49
By copy of this letter we are notifying you that no further monitoring of the site will be required since the
construction and success criteria of the mitigation site have been met

As you are aware, the Department has monitored the UT to Adams Creek stream relocation site
since its construction in the March of 2005 The UT to Adams Creek is located in Cabarrus
County adjacent to southbound NC 49 at Sta 177 +50 at the intersection of Cold Springs road
(SR 2411) and NC 49 This site provides 525 linear feet of stream relocation for impacts
associated with the R 2533B project The stream relocation was constructed and planted with
the appropriate hardwood species Per permit requirements, NCDOT was required to monitor
the stream mitigation site for stream channel stability on an annual basis for five years or until
success criteria were met
During the monitoring period annual monitoring reports were submitted to the appropriate
regulatory agencies via the PDEA Natural Environment Section (NES) website

After five years of vegetation and stream stability monitoring the UT to Adams Creek stream
relocation indicates that the planted vegetation is surviving and the streambanks remain stable at
this time Individual annual monitoring reports are available on NEU s website for 2007 2011

A site visit was conducted on July 21" 2011 with the regulatory agencies and NCDOT personnel
present During the annual monitoring meeting held on March 13`h 2012 the regulatory
agencies determined that another site visit would not be conducted that success criteria had been
met and that no further monitoring would be required However, during the annual meeting the
resource agencies requested that NCDOT install signage at the site indicating the presence of a
mitigation site and also required some additional buffer planting Both the sign installation and
the buffer planting have now been completed per the agencies request NCDOT requests that the
appropriate resource agencies provide documentation stating that no further monitoring is
required and that the site is closed If you have any questions about this project please contact
