Please see the enclosed revised permit drawings and EEP acceptance letter for the above
referenced project Permanent impacts to Waters of the United States associated with this
project have increased from 0 15 acre to 0 3 acre of riparian wetlands The increase is due to
0 15 acre of the 0 26 acre of proposed hand clearing being converted to mechanized clearing
This mechanized clearing is from the toe of slope out 10 feet throughout the project and is
needed allow the contractor additional room to work
Regulatory approvals
Section 404 Permit NCDOT requests that the U S Army Corps of Engineers (USAGE)
review this permit modification request and modify the Regional General Permit 31 as
required for the above described activities

Section 401 Water Quality Certification NCDOT requests that the North Carolina Division
of Water Quality ( NCDWQ) review this permit modification request and re issue the
authorization under the 401 General Certification number 3820 for this project All general
conditions of the Water Quality Certification will be met NCDOT is providing five copies
of this permit modification request to the NCDWQ for their approval Authorization to debit
the $240 modification fee from VMS Element 33768 1 1 is hereby given
Neuse Riparian Buffer Authorization NCDOT requests that the NC Division of Water
Quality review this permit modification request and re issue written approval for a Neuse
Riparian Buffer Authorization

The purpose of this letter is to notify you that the Ecosystem Enhancement Program (EEP) will provide the
additional compensatory riparian wetland mitigation needed for the subject pi oject Based on the information
supplied by you on June 6 2012 the impacts are located in CU 03020201 of the Neuse River Basin in the Northern
Inner Coastal Plain (NICP) Eco Region and are as follows

This impact and associated mitigation need were not projected by the NCDOT in the 2012 impact data
EEP has already provided 0 15 riparian wetland mitigation credits based on the permits that were issued in 2011
This acceptance is for additional riparian wetland impacts that were discovered at the bridge site after construction
was underway EEP commits to providing the additional compensatory riparian wetland mitigation credits to oftset
the impacts associated with this project as determined by the regulatory agencies in accordance with the N C
Department of Environment and Natural Resources Ecosystem Enhancement Program in Lieu Fee Instrument
dated July 28 2010 if the above referenced impact amounts are revised then this mitigation acceptance lettet will
no longer be valid and a new mitigation acceptance letter will be required from EEP
1929
