As you are aware the Department has monitored the US 64 Temporary Impact Sites since their
construction in August of 2005 (R- 2548A) and September of 2005 (R 2548E) Located in
Washington and Tyrrell Counties adjacent to the US 64 Bypass site 6A contained 0 005 acre
and site 8E contained 0 007 -acre of temporary fill for work bridge piles The sites were to be
monitored for temporary wetland impacts associated with the R 2548A &E projects The
temporarily impacted area where fill material was placed was left to revegetate naturally and
must re attain jurisdictional status at the end of three years Hydrologic monitoring was not
required for these sites According to permit conditions NCDOT was requ red to monitor the
US 64 Temporary Impact Sites for three years or until success entena were met with vegetation
monitoring conducted each year After each growing season annual monitoring reports were
submitted to the appropriate regulatory agencies via the Natural Environment Unit s (NEU)

After three years of vegetation monitoring the US 64 Temporary Impact Sites monitoring
indicates that natural re vegetation has occurred and the temporarily impacted areas have re
attained jurisdictional status Individual annual monitoring data is provided within the
monitoring reports available on NEU s website between 2008 and 2009

A site visit was conducted on August 26` ", 2010 with the regulatory agencies and NCDOT
personnel present It was determined at that meeting that the site success criteria had been met
and that no further monitoring would be required NCDOT requests that the appropriate resource
agencies provide documentation stating that no further monitoring is required and that the site is
