This correspondence is in reference to your letter dated September 9 2010 regarding the
Michael s Branch Mitigation site located in Alamance County North Carolina This site is being
utilized by the North Carolina Department of Transportation as compensatory mitigation for
wetland impacts associated v<rth the U 3110A project (DWQ project no 20021105)
By copy of this letter we are notifying you that no further monitoring of the site will be required
since the construction and success criteria for the mitigation site has been met

As you are aware the Department has monitored the Michael s Branch Stream Mitigation Site
since its construction in December of 2003 Located in Alamance County adjacent to University
Drive off 140 this site provides 780 linear feet of stream mitigation for impacts associated with
the U 3110A project The stream relocation was revegetated with bottomland hardwood species
and the streambanks must be considered stable at the end of the five year monitoring period Per
permit requirements NCDOT was required to complete full channel stream stability monitoring
for five years or until success criteria were met hydrologic monitoring was not required for this
project Stream dimension monitoring required the use of permanent cross sections and
surveying was completed in the 1St 3'd and 5t11 years after construction During the monitoring
period monitoring reports were submitted to the appropriate regulatory agencies via the Natural
Environment Unit s (NEU) website

After the fifth formal year of stream stability monitoring the Michaels Branch Stream
Mitigation Site indicates that the planted vegetation is surviving and the streambanks remain very
stable at this time Individual monitoring data is provided within the annual monitonng reports
available on NEU s website for 2005 2007 and 2009 Two year visual quarterly monitoring has
been previously completed between 2005 and 2007 in accordance with the Anny Corps of
Engineers permit conditions

A site visit was conducted on July 29 °i 2010 with the iegulatory agencies and NCDOT personnel
present It was determined at that meeting that the site success criteria had been met and that no
further monitoring would be requited NCDOT requests that the appropriate resource agencies
provide written documentation stating that no further monitoring is required and that the site is
