EASLEY DIVISION OF HIGHWAYS GOVERNOR October 19, 2011 Mr. Ronnie Smith Regulatory Division U.S. Army Corps of Engineers PO Box 1890 Wilmington N.C. 28402 Subject: Nationwide Permit # 14 SR-1282 Moore County Project# 8C.063028 Mr. Smith: "Y l?'rl???'Slir,. LYNDO TS ETT SECRETARliy Ms. Sonia Carrillo NCDWQ 401 Wetlands Unit 1650 Mail Service Center Raleigh, NC 27699-1650 110940 The North Carolina Department of Transportation, Highway Division 8 is requesting a Nationwide Permit Numbers 14, for project #8C.076131, on SR-1282 (Foster Road) in Moore County. The proposed project will replace an existing deficient crossing pipe as follows: Site 1- Replace existing 36"x 35' RCP with a 36" x 65' RCP. This pipe is being replaced in anticipation of a scheduled grading and paving project. The amount of total pipe length increase for this crossing (3 Oft.) is needed to improved hydraulic flow, and to allow for the widening of the roadbed to provide enough area for a safe road shoulder at the location of the crossings. The total percentage of impervious surface within the project area will be approximately 33%. All erosion zontrol devices used on the project will be appropriate to the location and in compliance with the current version of the NCDOT Best Management Practices Manual (BMP). The crossing is located on an Unnamed Tributaries of Mill Creek, a Class WS-III stream within the Cape Fear River basin. All construction activities on this project will be done in compliance with conditions listed in the current BMP manual, for projects built within areas of Class WS-III streams. Construction will be done under dry conditions whenever possible. There were no threatened or endangered species observed within the project area during the required minimum criteria check. There are no known archeological sites or historical buildings associated with this project. This is a low volume dead end road. Phased construction will be utilized to maintain traffic on the road during construction. ' If you require any additional information, please contact me. Since' 'y' Art C.
