A comprehensive archaeological survey within the immediate vicinity of Bridge No.208 has never been conducted. No azchaeological sites have been recorded within one(I) mile of[he proposed project although at least five(5)project within the vicinity have been reviewed for cultural resource compliance. Digital copies of HPO's maps(Askin Quadrangle)as well as the HPOWEB G[S Service(http://gis.ncdcr.gov/hpowebn were also reviewed on Friday,July I5,201 l. There are no knovm historic architectura(resources located near Bridge No. 208 that may have intact azchaeological deposits within the footprint of the proposed project. Topographic maps, historic maps (NCMaps website), USDA soil survey maps, and aerial photographs were utilized and inspected to gauge environmental factors that may have contribu[ed to his[oric or prehistoric sett(ement within the project limits, and to assess the level of modem, slope, agricultural, hydrological, and other erosive-type disturbances within and surrounding the archaeological APE. Brief Ezplanatian of why the avarlable information provides a reliable basis for reasonably predicting that there are no unidentified historic properties in the APE: All proposed project activities are to take place within the NCDOT's existing 60' ROW for SR 1433 (Antioch Road). Although this is a State-funded project, there is a Federal permit involved, but there are no easements required. Based on the nature of the Federal permit, the azea of interest would be the actual stream crossing. A review of the proposed project reveals that the existing s[ructure(i.e.a bridge measuring 37' by 24')is to be replaced by a buried pipe, measuringjust under 20' by 6'. Accordiug to these dimenisons,[he ecisting bridge is to be teplaced by a much smaller pipe. With all activities taking place within the existing RO W and essential ly within the heavily disturbed footprint of the existing bridge that is to be replaced, there should be no archaeological survey required for this projec[. If design plans change prior to construction, then additional consultation regarding archaeology may be required. As currently proposed, this bridge replacement project is unlikely to affect any significant NRHP- eligible archaeological resources. No further archaeological work is recommended. ••No Survry Required"/orm forMiwr Traluponunon Proj<cv m Qualefied in!he I007 Prngrammanc Agreemertt. No: Funding: X State Federal Federal(USACE)Permit Required? X Yes ❑ No Permit Type: RGP 31 Projecr Descriprion: Replace Bridge No. 208 on SR 1433 (Antioch Road) over unnamed tribuWry of Milis Branch. SUMMARY OF CULTURAL RESOURCES REVIEW _ Bnejdescriprion ojreview activities, resulu ojreview, and conclusions: HPO quad maps, historic designations roster, and indexes and HPOWeb reviewed on 29 June 2011 and yielded no NR, SL, LD, DE, or 55 properties in the Area of Potential Effects (APE). Craven County current GIS mapping and tax information indicated mostly properties containing post-1960 residential resources. A circa-1955 house and circa-1950 barn (#244 and #226 Antioch Road) are unexceptional examples of their types. Construded in 1967, Bridge No. 208 is neither induded in the NCDOT Historic Bridge Survey, nor representative of any distinctive engineering or aesthetic type. Googie Maps"Street View"confirmed absence of critical historic structures/landscapes in APE (viewed 29 June 2011). No architectural survey is required for the projed as currently defined. BriefExplanation ofwhy the available information provides a reliable basis for reasonab(y predicting that there are no unidenrified historic properties in rhe APE: APE extends 250 feet from each end of the existing bridge(E-W) and 100 feet to either side of the SR 1433 center line (N-S) to encompass proposed construction. The county architectural survey and related publication indude no properties in the APE (Peter B.Sandbedc, 77re HistoncArdiifecYm ofNew Bem andGaven County,NoTh Caralina(New Bem:Tryon PalaCe commission, isaa)). County GIS/tax materials and other visuals support the absence of significant architectural resources. No National Register-listed or-eligible properties are located within the APE, including the Federal permit area.
