SECRETARY Re: Campbell Creek Phase I Mitigation Site, Beaufort County, TIP Project # R-2510WM, WBS# 34440.4.1, Action ID No. 2005 1 1 238, DWQ Project No. 20050787, DCM Permit No. 42-03 Mr. Huggett: As you are aware, the Department has monitored the Campbell Creek Phase I Mitigation Site since its construction in April of 2006. Located in Beaufort County, the project site is approximately seven miles east of Aurora off NC 33. The site was constructed to provide compensatory mitigation to offset impacts for the Tetterton Road (SR 1963) project. The Phase I site provided the following mitigation: 1.33 acres of brackish marsh creation, 18.11 acres of brackish marsh preservation, 2.25 acres of tidal fresh water marsh creation, 4.98 acres of tidal fresh water marsh preservation and 4.81 acres of uplands. The site was monitored to provide compensation for 0.094-acre of unavoidable wetland impacts associated with the Tetterton Road Division project. The wetland restoration area was graded to the elevation of the adjacent marsh and planted with Cladium jamaicense and Juncus roemeriamas. According to permit conditions, NCDCT was required to monitor the Campbell Creek Phase I Mitigation Site for five years or until success criteria were met, with vegetation and hydrologic monitoring conducted each year. After each growing season, annual monitoring reports were submitted to the appropriate regulatory agencies via the Natural Environment Unit's (NEU) website: htty. Avivly. ncdot. org/doh/preconstruct/pe/near/Monitorirrg/MonitoringReports. html Hydrologic monitoring success criteria required the establishment of hydrologic conditions comparable in hydrologic frequency and duration to those of the existing reference wetlands adjacent to the restoration area. Hydrologic monitoring utilized four surface water gauges located on the site and one surface water gauge located in the adjacent reference area. All four surface gauges indicated that inundation patterns were similar to that of the reference gauge throughout the five year monitoring period. The vegetative marsh success of the site was determined in accordance with NMFS Guidelines. After five years of marsh vegetation monitoring, the percent of target species frequency is 96% and the vegetative cover scale value is 4.8. Annual monitoring data is provided within the annual monitoring reports submitted between 2006 and 2010. A site visit was conducted on August 26"', 2010 with the regulatory agencies and NCDOT personnel present. It was determined at that meeting that the site success criteria had been met and that no further monitoring would be required. NCDOT requests that the appropriate resource agencies provide written documentation stating that no further monitoring is required and that the site is closed.
