'Che North Carolina Department of Transportation is requesting a NW 14 permit for impacts [0 404 jurisdictional wetlands resulting from road improvements on SR 1354 (Millpond Rd) in Pasquotank County. The wetland impacts result from widening of an existing paved road that varies in width between l8 to 19 feet with narrow shoulders. NCDOT proposes to widen the road to a consistent 20 ft. paved surface width. The widening will only occur on the north side of [he road in order [o avoid impacts [o a large canal that parallels the road on the south side at [he east end of the project. This road has a 60' right of way and the footprint has been minimized from 30' to 2S from [he centerline to minimize wetland impacts. After avoidance and minimization the remaining unavoidable impacts are 0.068 acres of riverine wetland. Included with this letter are [he PCN form, vicinity map, permit drawings, and aerial photos. If they have to clear (either hand or mechanized) into this area I will ask for mitigation for the whole wetland fill and cleared impact areas at a 1:1 ratio. Attached is a picture that is representative of the wetlands that will be impacted on this project. There won't be any clearing and grubbing in the permitted areas. The impacted areas will be just in front of the tree line and this a maintained area that is mowed throughout the year. Let me know what you think about mitigation requirements. There will be a total of 0.068 acres of fill in wetlands resulting from shoulder fill.
