Division of Water Quality (NC DWQ) approve a reduction in the number of interim continuous dissolved oxygen (DO) and temperature monitoring stations in the Pee Dee River below the Tillery and Blewett Falls Hydroelectric Developments (Yadkin-Pee Dee Hydroelectric Project No. 2206), effective May 2011. The proposed reduction in monitoring effort is a culmination of long-term data results obtained during the 2004-2010 monitoring period' 2,3 and the transition to permanent compliance monitoring equipment scheduled to be installed by the U.S. Geological Survey (USGS) during this year. As part of the Dissolved Oxygen Enhancement Plan filed with Progress Energy's 401 Water Quality Certificate Application (WQC), dated May 11, 2007, Progress Energy agreed to conduct continuous DO and temperature monitoring as an interim measure during the DO enhancement testing and equipment selection and installation phase of the Plan. The Plan specifies installation of permanent compliance monitoring stations to be installed and operational prior to the 401 WQC required compliance date. This request is consistent with the schedule of phasing out the interim monitoring equipment with installation of the permanent compliance monitoring stations. Progress Energy is currently working with the USGS to install permanent compliance monitoring equipment at a specifed station location below each power plant. We have previously met on-site with NC DWQ staff on January 13, 2011, to discuss the proposed compliance monitoring station 1 Progress Energy. 2005. As a result of that meeting, we have requested NC DWQ approval of these stations for installation of the permanent monitoring equipment by the USGS (see Progress Energy letter from Mr. Ken Kennedy to Mr. John Dorney, NCDWQ, dated January 25, 2011). This permanent monitoring equipment will ensure compliance consistent with the 401 WQC issued by the NC DWQ on September 30, 2008, and the terms and conditions expected in the new Project license, once issued by the FERC. We request that the following stations be dropped from the interim continuous monitoring program due to the installation of the USGS permanent compliance monitoring equipment this year (see Enclosures 1 and 2 for station locations): Hydroelectric Development Monitoring Station Station Description Tillery TYCM2 Pee Dee River, approximately 0.5 miles (Enclosure 1) above Rocky River confluence Blewett Falls BFCMIA Below Peninsula Separating Power Plant (Enclosure 2) Tailrace and Dam, 0.7 downstream of power plant Blewett Falls BFCM2A Below confluence of Cartledge Creek, (Enclosure 2) approximately 2.1 miles downstream of power plant Progress Energy will continue as an interim measure in 2011 to deploy and operate three continuous monitors at the N.C. Highway 731 Bridge (Stations TYCM1-1, TYCM1-2, and TYCM1-3) at the Tillery Development and one continuous monitor at the the Blewett Falls Development (Station BFCMI, midchannel in Blewett Falls tailrace area). We also plan to continue periodic monitoring of DO and temperature vertical profiles in Tillery (Station TYB2) and Blewett Falls (Station BFB2) reservoirs in conjunction with the interim river continuous monitoring. We anticipate that the interim monitors will be discontinued during 2012 with the operation of the permanent USGS compliance monitoring station located at each respective hydroelectric development.
