by 24' wide. The aluminum box culvert measures 20'-10" long by 8'-1" deep by 36' \cide. The existing
structure was built in 1960. The suggested length for this project is 500' from each end of the bridge (i.e.
1,026' total). The existing ROW measuros 60' whereas the proposed ROW measures 60' as well,
suggesting that no activities are to take place outside the existing ROW.

The site files and maps at the Office of State Archaeology \vere re\ iewed on Thursday', March 24, 2011.
There are no precioush recorded archaeological sites \\ ithin a oue-mile radius of the proposed project;
ho\\ e\ er. a comprehensi\ e sun ec of the project area has ne\ er been conducted. Digital copies of I-IPO's
maps (Wihnar Quadrangle) were recie\ced on Tuesdac. March 29, 2011. revealing the presence of no
historic resources situated \\ ithin or proximal to the APE that ma} hace intact archaeological deposits.
Topographic maps, historic maps (NCMaps \\ ebsite)_ USDA soil sun e~ maps, and aerial photographs
were utilized and inspected to gauge en\ ironnrental factors that mac ha\ a contributed to historic or
prehistoric senlement \cithin the project limits, and to assess the le\ el of modern. slope, agricultural,
h~ drological, and other erosive-h pe disturbances within and surrounding the archaeological APE.
Orthophotograph} through the NCDOT's GIS Division as well as throu~* Pitt Counh's Online Parcel
Information S}stem (OPIS) (http://gis2.pittcounhnc.go\/opis}) prodded recent aerials (2004 and 2009)
of the project area. Google Maps provided StreetView imagers' dated 2011. Both eastern quadrants are
made up of agricultural fields separated from the evsting road b~ a \\ ide, deep ditch line. .chich
delineates the existing ROW for SR 178. The Northnestern Quadrant consists of a sparsely \\ooded
Cield. \chcreas the South\\estern Quadrant is complete)} co\ered in trees and thick underbrush; as \cith the
eastern quadrants. both western quadrants are separated from the existing road b} a \cide, deep ditchline
that delineates the existing ROW of SR 1781. In addition. a po\cerline easement runs parallel to SR 1781
through both western quadrants. The stark_ linear nature of this particular \\ aternac (i.e. Cla} root
Swamp) suggests that i1 could be a man-made feature for draining the adjacent agricultural fields. The
Web Soil Sune~'forPittCount'(http://oebsoilsunev.nres.usda.,o\/app/WebSodSune\.aspx) reveals
that the stud} area (i.e. That \cithin the existing ROW) for the proposed project consists primarih of B\ ~~rs
loam (By) and Leaf silt loam (Le). There hace been no projects requiring OSA's environmental re\ie\c
conducted within cone-mile radius of the proposed project. A natural gas pipeline project (ER 02-1O1C,1)
was conducted southeast of the project area. for \chich a sun e\ was recommended: ho\cecer.
archaeological investigations were to be concentrated on speck areas and not the entire length of the
project (i.e. areas contained \cithin existing NCDOT ROW \cere not subjected to sun e~ whereas areas
along new location were). A reconnaissance sune} of the project area was not conducted.

Review of HPO quad maps, historic designations roster, and indexes was undertaken on April 4, 201 I .
Based on this review, no existing NR, SL, LD, or DE properties in the Area of Potential Effects were
identified. The Voice of America (VOA) Transmitter Site B (circa 1960) is located in the vicinity ~of the
bridge project. However [he scope of [his project is limited, replacing the current RC floor on Timber
Joist bridge with an aluminum box culvert, and will have no effect on the VOA site.
