The total project length is 4.074 miles. Transportation and highway laws of North Carolina (G.S. 136-44.6, 136-44.7, 136- 44.7A, 136-44.8 and 136-44.9) require the NCDOT to develop annual work programs for construction and maintenance of secondary roads. These general statutes specifically set forth requirements for annual construction and paving of existing paved and unpaved roads. Paving of these roads is performed in priority order as established by the NCDOT within a given county. This number is based on characteristics of each road, including number of homes, schools, churches, businesses, industries, recreational facilities, traffic counts, presence of school bus routes, and value as a thoroughfare. Ridge Road is scheduled for resurfacing in the 2010-2011Union County Resurfacing Program. This project cannot be constructed without impacts to waters of the United States. The NCDOT proposes to extend four existing cross pipes to establish adequate road shoulder on SR 1504 (Ridge Road) Union County. These crossings are all intermittent stream channels and flow to Stumplick Branch a WS-111 water located in the Yadkin River Basin, Hydrologic Unit 03040105. The total length of permanent stream impacts for this project is 18 linear feet. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: SR 1504 (Ridge Road) is a paved secondary road in Union County. The general land use in the area of the project is rural residential with primarily single family tomes located within the project area. The stream crossings associated with this project are intermittent channels that flow to Stumplick Branch. 3b. List the total estimated acreage of all existing wetlands on the property: 0 3c. List the total estimated linear feet of all existing streams (intermittent and perennial) on the property: These are linear tansportation crossings. Total stream length on the project (cumulative length of pipe) is 158 linear feet or less. 3d. Explain the purpose of the proposed project: SR 1504 (Ridge Road) Union County is scheduled to be resurfaced under the 2011 Union County Resurfacing Program. This work can not be completed without repairing two pipe and replacing two addiitional pipe on the project. This work is intended to improve the safety and service level of the road. 3e. Describe the overall project in detail, including the type of equipment to be used: Erosion control measures will be installed prior to any pipe repair or pipe replacement work. The work areas will be dewatered as needed. Once all pipe work is completed, the road will be milled where applicable and overlaid with asphalt. The shoulders will be back filled to be the new grade into the slopes then seeded and mulched. The equipment that is required is not limited to: dewatering pump, trackhoe, dumptrucks, vibratory roller, motor grader and paving equipment 4. Jurisdictional Determinations 4a.
