Based on this review, there were no existing NR, SL, LD, DE, or SS properties in the Area of Potential Effects (APE). No tax parcel data or Google "Street Views" were available for this area, however aerial photograph revealed a structure in the vicinity of the bridge. A site visit was recommended. On June 1, 2011 a NC DOT Architectural Historian surveyed the entire project area. The structure that appeared on the aerial photograph is a circa 1975 house which does not meet the eligibility criteria for National Register listing. No: BRZ-1626(4) Funding: ^ State ®Federal Federal (USAGE) Permit Required? ®Yes ^ No Permit Type: NPW 3 CAMA and 401 Project Description: Bridge No. 139 along SR 1626 (Railroad Bed Road [may also be referred to as Morning Staz Road]) over an Unnamed Canal in Beaufort County is an Existing 82' Long x 28' Wide Bridge that will be replaced by a Proposed 110' Long by 30' Wide Bridge. The purpose of this project is to replace the existing bridge due to the age and deterioration of the existing stmcture, which was built in 1976. SUMMARY OF CULTURAL RESOURCES REVIEW Brief description ofreview activities, results ofreview, and conclusions: A map review and site file search was conducted at the Office of State Archaeology (OSA) on Friday, May 13, 2011. A comprehensive archaeological survey at this particular bridge location along SR 1626 (Railroad Bed Road) has never been conducted. There are no known azchaeological sites recorded within one (1) mile of the proposed project. Digital copies of FiPO's maps (Pike Road Quadrangle) were not available so the HPOWEB GIS Service (http://gis.ncdcr.gov/hpoweb/) was utilized on Monday, May 16, 2011. There are no recorded historic structures that may have intact archaeological deposits located within the footprint of the proposed project. Topographic maps, historic maps (NCMaps website), USDA soil survey maps, and aerial photographs were utilized and inspected to gauge environmental factors that may have contributed to historic or prehistoric settlement within the project limits, and to assess the level of modern, slope, agricultural, hydrological, and other erosive-Type disturbances within and surrounding the archaeological APE. Brief Explanation ofwhy the available information provides a reliable basis for reasonablypredtcting that there are no unidentified historic properties in the APE: First, there are no known archaeological sites located within one (1) mile of the proposed project. Second, Bridge No. 1401ocated 0.3 mile up the road was reviewed twice by the Office of State Archaeology (OSA), first in 1996 (ER 96-7608) then again in 2005 (ER OS-2584). Both times OSA cleared the proposed bridge replacement project citing low probability and low impact. Third, this is a replace-in-place bridge project with anoff--site detour. All proposed activities aze to take place within the existing 60' ROW, with no additional ROW being acquired nor any easements granted. Based on its ^ature and design, the proposed project is very similar to that which was cleared by OSA twice before. Therefore, no archaeological survey is required for this project. If design plans change prior to constmction, then additional consultation regarding archaeology may be required. As currently designed, this bridge replacement project is unlikely to affect any significant NRHP-eligible archaeological resources. No further archaeological work is recommended uriless design plans change prior to construction at which point further consultation may be required. .
