GOVERNOR SECRETARY April 12, 2011 Attention: Bill Biddlecome U.S. Army Corps of Engineers Regulatory Field Office Post Office Box 1000 Washington, N.C. 27889- 1000 Dear Mr. Biddlecome, I1 ®381 The North Carolina Department of Transportation is requesting the issuance of a NW 13 permit for 914 feet of canal bank/road shoulder stabilization on SR 1135 (Baum Town Road), in Dare County. The canal system runs parallel to SR 1135 and is atributary to Baum Creek and the Croatan Sound. The 914 ft. of bank stabilization includes 414 ft. of rip-rap revetment to be placed contiguously with 500 ft. of rip-rap. The 414 ft. of rip-rap revetment will align water ward of the fringe coastal wetlands along the road shoulder/canal bank. This will avoid impacts to the fringe coastal wetlands located alongside the road shoulder/canal bank at the water's edge. The remaining 500 ft. will be placed directly adjacent to the road shoulder in areas void of fringe coastal wetlands. The total combined length of rip-rap stabilization to be placed along SR 1135 is 914 feet. On the west end of the project area there is an estimated 24 inch metal culvert that is currently silted in and deteriorated beyond function. This culvert connects a canal system that drains through coastal marsh into Baum Creek and the Croatan Sound. The pipe is currently approximately 40 ft. in length and will be replaced with a 24 inch diameter corrugated aluminum pipe that is 50 feet long. This new pipe will be buried I foot below the canal bed elevation. Rip-rap will be placed on either ends of the pipe as shown in the provided permit drawings. NCDOT is requesting the culvert replacement be authorized under a NW 3 permit. This work will be accomplished using a track excavator, backhoe, and dump trucks. The PCN, vicinity.map, photographs and permit drawings are included with this letter. If you need any additional information or have any questions concerning this project please call me at 252-482-7977. NCDOT is proposing to stabilize 914 linear feet of road shoulder which parallels a man-made canal. The canal bank has begun to erode the road shoulder by the ebb and flood of wind tide events and nutria activity. Therefore, NCDOT proposes to place class B rip-rap on filter fabric at the base of the road shoulder to prevent further erosion.
