Dear Mr. Harris:
This correspondence is in reference to your letter dated March 10, 2011, regarding the UT Richland
Creek Mitigation site located in Wake County, North Carolina. This site is being utilized by the
North Carolina Department of Transportation as compensatory mitigation for stream relocation
impacts associated with project R-280913, the NC 98 Wake Forest Bypass.
On March I, 2011, Rob Ridings of DWQ participated in an inter-agency field visit to review the
site and verify the final mitigation boundaries. As stated in your letter, 384 linear feet of stream -
relocation was achieved on site.
By copy of this letter, we are notifying you that no further monitoring of the site will be required
since the construction and success criteria for the mitigation site has been met.

Mr. Alsmeyer:
As you are aware, the Department has monitored the UT to Richland Creek stream relocation site
since its construction in the April of 2006. Located in Wake County, adjacent to the NC 98
Wake Forest Bypass at Sta. 10+40 -Y2-, this site provides 384 linear feet of stream relocation for
impacts associated with the R-2809B project. The stream relocation was constructed and
revegetated with appropriate hardwood species. Per permit requirements, NCDOT was required
to monitor the stream mitigation site for channel stability by visual observation on a quarterly
basis for one year or until success criteria were met.
During the monitoring period, quarterly monitoring reports were submitted to the appropriate
regulatory agencies via the PDEA Natural Environment Unit's (NEU) website:

On March 1, 2011 an onsite meeting was held with the resource agencies. A history of the site
was presented followed by a walk-through of the site. At the meeting it was agreed that the site
had met the success criteria and that no further monitoring is required.
