The improvements have been identified as necessary maintenance and safety improvements. Funds have been allocated for this project, and NCDOT would like to perform these activities [luring the 2011 construction season. SR 1111 & 1 1 10 are currently 14-I6 foot wide gravel roads. The primary objective of the project is to improve safety and access to the new Sumnut Charter School. Grading will be light to moderate. The project begins at the intersection of SR 1 112 and proceeds in a southwesterly direction to the intersection of SR 1110 and proceeds along SR 1110 to the end of state maintenance. 'I am enclosing a PCN, pipe installation detail, photographs, a marked county map and USGS topographic map. We propose to extend one culvert at Station 2+90. The North Carolina Natural Heritage Database was checked for records of federally threatened and endangered species. There are no records listed in the database in the vicinity of the project. The project is limited in scope and the impacts from the widening and culvert extension should be minimal. Impacts to historic anti cultural resources are not anticipated. If the Slate Historic Preservation Office (SHPO) and the Office of State Archaeology determines Ihat further investigations are required, NCDOT will conduct the appropriate site investigations and obtain compliance from SHPO prior to project construction. The construction foreman will review all erosion control measures daily to ensure sedimentation and erosion is being controlled effectively. If the planned devices are not functioning as intended, they will be replaced immediately with better devices. The rock silt screens and other erosion control devices will be in place prior to pipe culvert construction and will remain in place until the project is stabilized. Impacts to Waters of the United States The unnamed tributary of the Chattooga River (DWQ Class B, Tr, ORW) has a well-defined channel, but is not shown on the USGS topographic map. The low gradient channel is . approximately 2-3 feet wide and has a substrate of gravel, sand and silt. The Chattooga River meets the definition of a Traditional Navigable Water. For these reasons, we believe that the unnamed tributary is a Relatively Permanent Water and is under the jurisdiction of the U.S. Army Corps'of Engineers: In order to make the necessary improvements to SR 1111, it will be necessary to impact waters of the United States in the Savannah River Basin (HCU: 03060101). Specifically, NCDOT is requesting to extend one culvert in an unnamed tributary to the Chattooga River. Below is a summary of the proposed impacts.
