Dear Mr. Swain:
On May 9, 2011, I inspected the construction work on the US Highway 221 Project, R-2233AA and AB
Sections, in Rutherford County. Construction continues along most of the project with heavy grading and
bridge construction on the AA Section and heavy grading along the AB Section.
Please ensure that all sediment and erosion control structures are maintained and seeding and mulching are
performed as required to protect State surface waters. Also, please refer to the attached inspection reports for
any specific items noted during the inspection.

Construction is underway on most of the project with heavy grading taking place along the entire length of the
AA Section. The new Broad River Bridge has been completed.
The south bank of the Broad River underneath and the new bridge is eroding due to high waters. Stabilization of
this area may be required.
All areas that have been graded and no construction has taken place in the last 14 days should be seeded and
mulched.
All sediment and erosion control structures/devices should be checked for proper operation including the silt
fence.
Any off-site sediment should be removed and the site remediated.
Repair and maintain all erosion control devices and continue with seeding and matting as required to protect
State surface waters.

Review of sediment and erosion control devices indicate that the devices are operating properly.
Recommend adding more tac to the straw mulch to keep it from blowing away.
Please ensure that installation of sediment and erosion control devices are keeping pace with the construction.
All areas that have been graded and no construction has taken place in the last 14 days should be seeded and
mulched.
