Hair 151 Patton Avenue, Room 208 Asheville, NC 28801-5006 Subject: Secondary Road Improvements to SR 1318 (Lochaven Road) Union County - WBS Element Number I OC.090116 Dear Ms. Hair: The North Carolina Department of Transportation (NCDOT) proposes to upgrade SR 1318 (Lochaven Road) in Union County from an unpaved roadway to a paved roadway. The total project length is 0.76 of a mile. Transportation and highway laws of North Carolina (G.S. 136-44.6, 136-44.7, 136- 44.7A, 136-44.8 and 136-44.9) require the NCDOT to develop annual work programs for construction and maintenance of secondary roads. These general statutes specifically set forth requirements for annual construction and paving of existing unpaved roads. Paving of these roads is performed in priority order as established by the NCDOT for each unpaved road within a given county. This number is based on characteristics of each road, including number of homes, schools, churches, businesses, industries, recreational facilities, traffic counts, presence of school bus routes, and value as a thoroughfare. Lochaven Road is scheduled for paving in the 2010-2011 Secondary Roads Construction Program. This project cannot be constructed without impacts to waters of the United States. As part of this project the NCDOT proposes to replace one cross pipe on an unnamed tributary to Mundy's Run which is a Class C water located in the Catawba River Basin, Hydrologic Unit 03050103. The total length of permanent stream impacts for this project is 6 linear feet. The general land use in the area of the project is residential and is built out with single family residences. List the total estimated linear feet of all existing streams (intermittent and perennial) on the property: This is a linear tansportation crossing and the stream length that NCDOT will be working in will be 70 linear feet or less. 3d. Explain the purpose of the proposed project: To improve the safety and service level of SR 1318 (Lochaven Road) by widening the existing 16-foot gravel base road to an 18-foot paved roadway. There is an existing 44-foot long by 24-inch (RCP) that will be replaced with a new 50-foot long by 24-inch (RCP) to accommodate the proposed widening. The total project length is 0.76 of a mile. 3e. Describe the overall project in detail, including the type of equipment to be used: The work area will be cleared and grubbed and appropriate erosion control measures will be installed. The pipe crossing will be dewatered, replaced and stabalized prior to returning the stream to it's natural flow. The UT Mundy's Run will be dewatered as needed and all appropriate BMP's for sediment and erosion control will be maintained throughout the life of this project. 1b.
