Subject: Freshwater Mussel Survey Report for Proposed Replacement of Bridge 173 over
Island Swamp, SR 1565 (Grimesland Bridge Road), Pitt County, NCDOT
Division 2.
From: Matt Haney, Environmental Specialist, Natural Environment Unit
The North Carolina Department of Transportation (NCDOT) proposes to replace Bridge
No. 173 over Island Swamp on SR 1565 (Grimesland Bridge Road) in Pitt County. Island
Swamp is a tributary of Chicod Creek in the Tar River Basin.
The United States Fish and Wildlife Service (USFWS) recognizes the federally
endangered Tar River spinymussel (Elliptio steinstwi ana) as occurring historically in Pitt
County. The Tar River spinymussel is endemic to the Tar and Neuse River Basins in North
Carolina. This mussel requires a stream with fast flowing, well-oxygenated, circumneutral pH
water. The bottom should be composed of uncompacted gavel and coarse sand. The water
needs to be relatively silt-free and stream banks should be stable, typically with many roots from
adjacent riparian trees and shrubs.
Prior to conducting in-stream surveys, a review of the NC Natural Heritage Program
database was conducted to determine if there were any records of the Tar River spinymussel
within the proposed project study area. This review indicated that there are no known
occurrences within the project study area. The closest historical record of the Tar River
spinymussel is in the Tar River near Tarboro, more than 10 miles away from the project site.
According to the North Carolina Wildlife Resources Commission (NCWRC) database, the Tar
River spinymussel has never been recorded from Island Creek or Chicod Creek.
A site visit was conducted on February 21, 2011 by NCDOT biologists, Karen M. Lynch
(Permit # NC-2011-ES- 165), Dr. Logan Williams, Matt Haney and Mike Sanderson. At this site
the stream is channelized through an agricultural watershed. In our habitat assessment we found
no evidence of mussels or shells. The substrate is composed primarily of shifting,
unconsolidated sand and habitat was found to be degraded and unsuitable for the target species.
As a result of this site visit, as well as physical characteristics of the creek and a review
of historical data, it appears that the Tar River spinymussel does not exist within the project
vicinity. The Biological Conclusion for the Tar River spinymussel for proposed
replacement of bridge 1.73 is "No Effect".

Review of HPO quad maps, historic designations roster, and indexes was undertaken on 27 January
Ml 1. Based on this review, there are no existing NR, SL, LID. DE, or SS properties in the Area of
Potential Effects (APE). Goo-le Maps "Street View" and current Pitt County GIS Mapping and tax
information indicate that there are three structures present within the APE. 2585 S. Grimesland Bridge
Road was constructed in 1978 and is not historic. 2566 S. Grimesland Bridge Road is older than fifty
years of age, and 2632 S. Grimesland Bridgc Road was constructed in 1955 but both structures do not
meet the criteria for National Reirister Eligibility based on Google Maps "Street View" and Pitt County
GIS Mapping.
Brief E_rplanation oj-why the available information provides a reliable basis far reasonably predicting
that there are no unidentified historic properties in the APE:
HPO quad maps recording, NR, SL, LID, DE, and SS properties for the Pitt County survey, Pitt County
GIS information, Pitt County Tax Information, and Goo-le Maps "Street View" are considered valid for
the purposes of determining the likelihood of historic resources being present.

SUMMARY OF CULTURAL RESOURCES REVIEW
Brief description of review activities, results of review, and conclusions:
The maps and file at the OSA were reviewed for this project on 1/27/2011. There are no previously
documented archaeological sites in the APE, based upon reviewing OSA quad mapping, no are there
previous environmental reviews or surveys. The CRS also reviewed photographs, various mapping,
including soils, and design plans submitted by the Division 2 Environmental Program Supervisor.
Additionally, Pitt County mapping from the 1938 Highway Commission maps was reviewed for any
details of particular cultural or industrial interest. No further work is recommended. Note, cemeteries in
the local vicinity should not be affected by this undertaking, as currently planned-
Brief Explanation of why the available information provides a reliable basis for reasonably predicting
that there are no unidentified historic properties in the APE:
It is unlikely that undocumented, significant archaeological sites are located in the limited and disturbed
APE.
