Art, I have reviewed your application for Zeb Brook Rd (SR 2316) in Chatham and did a site visit yesterday. I
have a couple of questions and/or clarifications that need to be addressed, before I can issue the 410:
Site 1-The permit drawing does not show the existing pipe so I cannot determine for sure if you are proposing
to adjust the skew of the proposed pipe to align with stream channel at the R/W limits. Currently the stream
enters the roadside ditch and flows down the road ^25 ft before entering the existing pipe. So are you
proposing to install the new pipe in line with the channel intercept at the R/W on both the inlet and outlet
ends? Based on the drawing and proposed length of new pipe, it appears that you are. Just want to make sure
Site 2 -The permit drawing appears to show rip rap bank stabilization beyond the inlet and outlet ends of the
proposed pipe. However, you only requested authorization for 28 ft of impacts for the additional length of
proposed pipe (60 ft proposed minus 32 ft of existing). You need to either eliminate the rip rap from the permit
drawing or modify page 4 of your PCN and include a separate line of impacts for bank stabilization at Site 2. If
you can, make the appropriate changes on either the drawing or PCN, scan it and e-mail it to me as soon as
possible.

Thanks for the revisions. Did you find out about the on-site detour? The NRTR
submitted with the application indicates there will be one. This would create
