On December 9, 2010 I submitted email notification regarding substantial storm damage at the
subject location (attached). The streambank and roadway reconstruction are now complete (see
attached photos). Total armoring impacts equaled 100 linear feet. This armoring occurred on the
banks of the Little River (Class: Q.
Attached is a Preconstruction Notification Form, a marked county map, a marked topography
map and photographs.
By copy of this letter, it is requested that Mr. Ron Linville, Mountain Region Coordinator, with
the North Carolina Wildlife Resources Commission comment directly to you concerning the 404
Nationwide Permit application with a copy sent to me.

A 4" rain event last week generated a substantial drift pile on the subject low water bridge. This forced storm flow
toward the banks and subsequently overtopped the structure. This flow damaged the approaches, shredded the
downstream banks and obliterated one lane of a parallel secondary road. The area does not appear to be actively
eroding now that the water has receded but future high flow events certainly have the potential to make matters worse.
Maintenance crews have been fighting snow but when they are able, I have instructed them to proceed with repairs at
this location before things get worse. We will be establishing a line of large stone (where the downstream banks used to
be) and then begin reestablishing the fill behind it. This should get the stream dimensions back to where they should be.
The debris pile will obviously be removed as well. I will send in the paperwork after the work is complete so that we get
an accurate impact number. I'm expecting it to be 100-200 feet. Let me know if you have any objections and see
attached pits (948-950-are the downstream views).
