There is currently a collapsed shoulder section above the outlet of this structure, which is a safety concern. Eight feet of a 36ft pipe will be reset. The area will then be backfilled to provide an adequate shoulder and slope section. Rip rap will be installed underlined with filter fabric for long term stability surrounding the mouth of the pipe extension as well as along the stream banks as needed up to 15 linear feet. The exposed stream length of 24ft out to the ROW limits if needed will be temporarily dewatered in order to maintain a dry work area. The stream at this site is subject to the Tar-Pamlico River Riparian Buffer Rules, but since activity will be limited the existing transportation facility, no buffer impacts will result and a written buffer authorization would not be necessary. This pipe repair work should meet the conditions for working under a non-reporting NWP 3 and WQC No. 3687. NCDOT biologists, Logan Williams and Karen Lynch, screened this site for protected mussels and have provided the following conclusion: Site was visited on February 2, 2011. The unnamed tributary to Reedy Creek originates 0.9 miles upstream of the crossing on SR 1509. From the crossing the UT flows about another mile to Reedy Creek, which then flows approximately 14 miles to the confluence with Little Fishing Creek. There are no records of dwarf wedgemussel or Tar River spinymussel in Reedy Creek. Also this Ut. is too small at the crossing to support mussels. It looks like repairing this pipe at the crossing would be beneficial so that erosion would be reduced at this site. This work would have No Effect on either the dwarf wedgemussel or Tar River spinymussel. For maintenance sites such as this one, NCDOT Division 5 has a procedure in place to provide our construction crews with print outs of the general conditions along with a letter head cover sheet explaining the intent to operate under a non-reporting permit as long as all applicable conditions are meet. Oversight from both the Environmental Staff and REU Field Operations Unit will ensure compliance with the permit conditions are met and that standard BMPs are followed. Attached to this email is a courtesy PCN for your files along with site maps and a construction plan.
