Local: None Federal: USACE Nationwide General Permit 3 - Maintenance State: General Water Quality Certification #3687 Local: None Project Description Extend existing pipes and box culverts from Site 1 to Site 21 as shown on the attached maps for the project. NCDOT requests a NWP 3 and WQC 3687 for Site 1 Through Site 21. Site 20 and site 21 are CAMA Jurisdictional as per Mr. Stephen Lane,NCDCM on September 14, 2010. Length of the existing box culverts and pipes dictate the need for extension of the existing box culverts and existing pipes. The longer culverts and pipes will accommodate the existing pavement widening of NC 101 and proposed shoulder construction. This project does not involve Section 10 (Rivers and Harbors Act) navigable waters. This project does not require the completion of a formal PCN but notification to the Corps is being provided to be included in their database. This conveyance is shown on the Newport and Core Creek USGS Quad Maps and Sheet Numbers 12 and 13 of the Soil map taken from the Soil Survey of Carteret County. The project is located in the White Oak River Basin,therefore, no Riparian Buffer Rules Apply. The adjacent land use is primarily woodland and agricultural . No federally protected species or historic resources are immediately adjacent to this location. In order to ensure compliance with best management practices, all attached General and Regional Conditions associated with Nationwide Permit 3 and Water Quality Certification #3687 must be followed. Keep demolition and construction debris out of the stream. Riprap will not be placed below the plane of ordinary high water for stabilization. Excavation should be confined to the right of way, and limited to the minimum amount required to excavate in high ground for the construction of the extension of the existing box culverts and pipes. All excavated material should be removed from the site, placed on existing spoil piles, or disposed of in farm fields. Any waste material disposed of off- site shall have a reclamation plan. All Erosion and Sedimentation measures and Maintenance Best Management Practices should be implemented. I am forwarding a copy to Mr. Andy Blankenship in Roadside Environmental for his perusal in E&S inspections. The project supervisor should always have this permit package, including the attached General and Regional Conditions associated with the Nationwide Permit 3 and Water Quality Certification #3687 on site during the existing box culvert and pipe extensions. The project supervisor should notify me immediately if any questions or concerns should arise before and during construction. The APE is centered on existing NC 101 and extends 250 feet to either_side and at each terminus (see attached map). Carteret County current GIS mapping,' aerial photography, and tax information (viewed 25 September 2009) revealed a fairly even mixture of woodlands, cultivated fields, and developed (mostly domestic) properties, and a concentration of pre-1960 buildings in the western third of the APE. The presence of the surveyed sites, as well as the absence of a comprehensive county study, indicated an architectural survey, conducted on 6 October 2009. The survey included investigation of 1006/h of the APE by automobile and on foot, and the identification, photographing, and mapping of all above-ground resources over fifty years of age in the APE (see attached survey map and inventory). The survey recorded thirty-eight resources, including the Harlow Canal (CR 565 and CV 1338-SL), originally constructed between 1813 and 1827 as the Clubfoot and Harlow's Creek Canal, which is bridged by and runs parallel to a section of NC 101 (see Property 49). It will remain unaffected by the proposed construction. The nearby Benjamin Borden House (CR 558) and Rufus Bell House (CR 555-SL) both date to the first half of the nineteenth century (see Properties n 10A and I OB). The. houses and their attendant outbuildings stand well beyond the extent of work proposed for k 101, and their historic landscape features are similarly removed from planned construction. As the project is state funded, GS 121-12(a) applies; in addition, its Federal, Nationwide 3/14 permit areas are subject to Section 106 review. A finding of "no. historic properties affected" will satisfy.both GS 121-12(a) and Section 106 compliance requirements. Should the design, funding, or permit requirements bf the project change, please notify NCDOT Historic Architecture as additional review may be necessary.
