Project Description: Replace Bridge No. 27 on Gray Turnage Road (SR 1124) over an unnamed tributary
of Tyson Marsh. The existing 36' long x 25.6' wide timber bridge will be replaced with a 27'5" x 7'
aluminum box culvert.
SUMMARY OF CULTURAL RESOURCES REVIEW
Brief description of review activities, results of review, and conclusions:
The site files and maps at the Office of State Archaeology (OSA) were reviewed on Thursday, November
4, 2010. Located about one (1) mile from the proposed project are three (3) known archaeological sites,
all having been recorded in 1979 and recommended as not eligible for the National Register of Historic
Places (NRHP). A comprehensive survey of this bridge location has never been conducted. Digital
copies of HPO's maps (Snow Hill quadrangle) were reviewed on Tuesday, November 9, 2010. Within
the footprint of the project, there are no recorded historic structures that may have intact archaeological
deposits. It should be noted though that the Mewborn-Turnage Mill (GR 296) is about 750 ft west of the
proposed project (i.e outside the Area of Potential Effects)_ Based on the design plans submitted for this
project, there are no activities proposed outside the existing ROW; therefore, the APE for this project will
measure 60 ft wide (i.e. the existing ROW) by about 1036 ft long (i.e. 500 ft from either end of the
current bridge) totaling about 62,160 sq. ft. or 1.4 acres. Greene County GIS provided aerials (1999,
2006, and 2009 orthos) of the project area revealing an APE composed primarily of marshy, wooded
terrain on either side of this unnamed tributary of Tyson Marsh, which is corroborated further by Google
Street View (2010 imagery). Agricultural fields are located further to the south and north of the project
area. Historic maps, through UNC-CH (http://wvrw.lib.unc.edu/dc/ncmaps) were also reviewed, noting
that sometime between 1938 and 1953 the road from Gray Tumage Road (SR 1124) to the Mewborn-
Turnage Mill was built. Prior to this time, the mill was accessed by a road located much farther to the
south, which then hugged the east bank of the millpond (see the 1910s and 1924 traps below). The Soil
Survey for Greene County (1980:Sheet No.5) reveals that the study area for the proposed project consists
primarily of Bibb loam, frequently flooded (BB) as well as Cowarts sandy loam, 6 to 12 percent slopes,
eroded (CoC2). One project requiring OSA's environmental review was conducted in the immediate
vicinity of the proposed project (ER 09-0412, Phase 1H Alternative Water Supply for Greene County)_
Plans for that project called for 12.3 miles of new waterline to be located within NCDOT's ROW
including along Gray Turnage Road (SR 1124); therefore, a "No Comment" recommendation was put
forth by OSA. A reconnaissance survey of the project area was deemed not necessary for review.
Brief Explanation of why the available information provider a reliable basis for reasonably predicting
that there are no unidentified historic properties in the APE:

First, there are no previously recorded archaeological sites within or adjacent to the proposed project
area's APE. Second, a "No Comment" statement was issued for the one previous project in the
immediate vicinity, requiring OSA's environmental review. Finally, as proposed in the submittal form
for this project, the plans suggest that the current bridge will be replaced by an aluminum box culvert in
the exact same place. No additional ROW will be required for this project; therefore, all proposed
construction activities will take place within the existing ROW, which is to be considered disturbed
property. Unless design plans change prior to construction, an archaeological survey is not recommended
for this project.
