HomeMy WebLinkAbout19970093 Ver 4_401 Application_201009230 e An employee-owned company September 23, 2010 Ms. Tracey Wheeler U.S. Army Corps of Engineers Washington Field Office 2407 West Fifth Street Washington, North Carolina 27889 RE: North Carolina Global TransPark Rail Access Spur to Global TransPark Permit Modification -Temporary Bridge and Culverts Permit No. SAW-2008-02650 Dear Ms. Wheeler: On behalf of the NC Global TransPark we are requesting a modification of Permit No. SAW- 2008-02650 issued on February 17, 2010 to authorize impacts for the construction of a temporary bridge to facilitate the construction of the permanent bridge over Briery Run (Site 11) and additional impacts associated with installation of culverts at Sites 6 and 13. As described in the attached spreadsheets and revised permit drawings these modifications will result in an additional 0.04 acres of permanent wetland impacts, 29 linear feet of permanent stream impacts, and 2,904 square feet of riparian buffer. All of the additional impacts occur outside of areas that have been previously permitted by the subject permit. Temporary wetland impacts will be reduced by 0.11 acres at Site 11 due to the elimination of the temporary work pad and replacement with the temporary bridge. Permanent wetland impacts increase by 0.04 acres at Site 13 due to the length of the culvert wing walls. Permanent impacts to streams will increase by 27 linear feet at Site 6 and 2linear feet at Site 13. It is assumed that compensatory mitigation requirements will increase by 0.4 acres of wetlands and 29 linear feet of stream due to the increase in permanent impacts to wetlands and streams. Temporary riparian buffer impacts at Site 11 will increase by 1,183 square feet due to construction of the temporary bridge. Permanent riparian buffer impacts will decrease by 110 square feet at Site 6 and increase by 1901 square feet at Site 13 due to installation of culverts. Riparian buffer mitigation will increase by 17,916 square feet due to total riparian buffer impacts exceeding one-third acre at Site 13 (increase of 18, 246 square feet) and a decrease of 330 square feet at Site 6 due to reduction of riparian buffer impacts. Based on this request the permanent impacts to wetlands for this project will increase by 0.04 acres to 6.73 acres (0.95 ac riverine, 5.78 acres non-riverine); temporary impacts to wetlands will decrease by 0.11 acres to 0.13 acres resulting in a total impact to wetlands of 6.90 acres. Permanent impacts to streams will increase by 29 feet to 423 linear feet.
