WBS No. 41876; TIP W-5112. The North Carolina Department of Transportation (NCDOT) proposes to add 2ft paved shoulders and surface NC 96. This work will require the upgrade of two pipes carrying jurisdictional streams. At Site 1 the existing 24 inch pipe that is 60 ft long will be replaced with a 48 inch pipe that is 70ft long. At Site 2 the existing pipe will be extended 8ft on the inlet and 4ft on the outlet. Permanent impacts include surface water fill and rip rap armoring around the pipe ends and on the stream banks. Temporary buffer impacts at Site 1 of 5,200 SF (3,120 SF in Zone 1 and 2,080 SF in Zone 2) and at Site 2 of 2,000 SF (1,200 SF in Zone 1 and 800 SF in Zone 2) are necessary to access the creek to upgrade these pipes. Temporary stream impacts of 30 LF at Site 1 and 20 LF at Site 2 for dewatering will be used, as necessary, in order to maintain a dry work area during the pipe work. Application is hereby made for NCDENR-DWQ Section 401 Water Quality Certification (WQC) No. 3820 and a Neuse Riparian Buffer Authorization. A pre-construction notification, permit drawings 1 and 2, project mapping, and photographs are attached with this request. By copy of this letter we are notifying the USACE of the intent to work under a non-reporting NWP 14.
