The site is located near the intersection of Oakwood Street and Arrowhead Boulevard in Mebane (Figure 1) and is located within the existing NCDOT right-of-way. The site area contains undeveloped, wooded land and cleared land. The headwaters of Haw Creek cross through an existing culvert beneath Oakwood Street. The existing culvert will be removed from Oakwood Street. The existing culvert is 51.6 feet long. The culvert will be replaced with a 51.6 feet long culvert that will be relocated 17.9 feet down stream of the existing culvert. During removal of the pipe and preparation of the area for the new pipe, water will be pumped around the construction area and into a silt bag before re-entering the stream down- gradient of the new culvert. On behalf of Mebane 8540, LLC, I am requesting that a 401 Water Quality Certification be issued to authorize the impact to 17.9 linear feet of stream channel. The impacted stream should be off-set by the 17.9 linear feet of stream channel that will be day lighted up-gradient of the proposed culvert. This is the fmal phase of construction of Arrowhead Boulevard. There are no other stream or wetland impacts associated with this project. The nearby properties contain undeveloped, wooded land and fields. 31b. List the total estimated acreage of all existing wetlands on the property: Wetlands are located near the southern boundary of the proposed road realignment. ECS delineated the nearest wetland boundary so that they could be surveyed. The proposed road realignment has been designed to avoid impacts to the wetlands. The project is located within an NCDOT right-of-way. It was not necessary to delineate other wetlands or streams that are located outside of the right-of-way/project area. 3c. List the total estimated linear feet of all existing streams (intermittent and perennial) on the property: Approximately +/- 300 linear feet of perennial stream is located within the NCDOT right-of-way/project area (some is located within the existing culvert associated with Oakwood Street). The project is located within an NCDOT right-of-way. It was not necessary to delineate other streams that are located outside of the right-of-way/project area. 3d. Explain the purpose of the proposed project: The purpose of the proposed project is to realign Arrowhead Boulevard at the point where it connects with Oakwood Street. There is a sharp bend in the road at the point where the two roads will intersect. In order for the intersection to be constructed in a way that is safe and to accommodate the anticipated traffic that will be using Arrowhead Boulevard, the existing culvert must be realigned. 3e. Describe the overall project in detail, including the type of equipment to be used: Bulldozers, trackhoes, cranes and other equipment will be used to complete the proposed project. The existing culvert will be removed from Oakwood Street. The existing culvert is 51.6 feet long. The culvert will be replaced with a 51.6 feet long culvert that will be relocated 17.9 feet down stream of the existing culvert. The new pipe has been sized by the NCDOT and will be installed by the NCDOT. The new culvert that will be installed is a 142" X 91 arch pipe. Construction sequence drawings that were prepared by the NCDOT (included as attachment) indicates that during removal of the pipe and preparation of the area for the new pipe, water will be pumped around the construction area and into a silt bag before re-entering the stream down-gradient of the new culvert.
