On behalf of the North Carolina Global TransPark Authority, we would like to submit the following project for consideration under the "Area B" permit process as defined in the Section 404 permit issued to the Authority in October 1998 for activities associated with development of the North Carolina Global TransPark (NCGTP). The attached application and drawings wvill de .fine the project as proposed, The current activity presented for your consideration involves mechanical clearing and grubbing within two currently forested tracts of land immediately adjacent to the Tr. anspark runway which has recently been extended to 11,500 feet (Figure 1). Federal Aviation Administration (FAA.) regulations require a clear line of site between the Air Traffic Control Tower and the end of the runway and taxiway. Therefore, the Authority proposes to move all obstructions into the Part 77 control surfaces including the Runway Protection Zone (RPZ) on the 23 end of the runway and the 7:1 sloped surface parallel to the runway. The two parcels of land targeted for vegetation removal are 7.0 acres and 11.5 acre ira size, portions of whi.cb. currently support palustrine forested (pine dominated) non-riverine wetland as identified in the NCGTP 404 wetland permit application. (Figures 2 and 3). The trees in both areas are too tall, and represent 'a safety' threat to aircraft operations. Approximately 13.5 acres (2.0 acres in. Area 1 and 11.5 acres in. Area 2) will be mechanically cleared, grubbed, and seeded with low growing grasses so that vegetative growth can be controlled and maintained These impacts are directly related to the runway extension as proposed in the NCGTP Environmental Impact Statement (EIS) and the FAA Record of Decision. Subsequently, this activity was permitted under the Section 404 permit issued by the U.S. Army Corps of Engineers and the 401 Water Quality Certification issued by the N.C. Division of Water Quality. Full compensation for lost wetland resources were provided for in. the NCGTP mitigation plan. . ' 46 SEP.11'2002 14:51 2529751399 USACE WASH #4541 P.003/009 Mr. 0944Bieldieee mey September 4, 2002 Page 2 Proposed alterations to these areas will not affect the functional integrity of the wetlands, although, certain functions will be degraded or compromised (such as wildlife habitat functions) No ditching or draining is proposed as part of this action., and all areas associated with this particular project will remain undeveloped and maintained. Sediment and erosion control measures, including the use of Hest Management Practices, will be employed during the land clearing process ( i.e. erosion control fencing, elimination of staging areas in wetlands, immediate re-seeding, etc). Only those areas necessary to protect aircraft safety and to maintain a line of sight from the control tower down the runway will be disturbed. The NCGTP Authority is making every effort to open th.e n.ew runway as soon as possible. Proposed clearing and grubbing must be completed by October 31, 2002. Therefore, we request your immediate attention to our request for approval. Given that proposed impact areas were previously identified in the NCGTP EIS and mitigation. plan, coupled with the fact that wetlands will be disturbed and modified (not filled or removed), we hope you will consider this request as a courtesy notification requiring no further action by your office or by other commenting agencies. We will be happy to provide you or your staff with additional information. or arrange for a site visit, if so desired.
