Scour Protection under Bridge #6 on SR 1559 in Foscoe
Watauga County, North Carolina

Dear Mr. Matthews:
We have experienced substantial scour damage to the footer of interior bent #2 under the subject
bridge. The footer is surrounded by weathered rock, much of which has eroded away over the
years. The Watauga River has also repositioned itself under the bridge over the years to the point
where bent #2 now falls pretty much in the middle of the base flow channel.
In order to correct this situation we are proposing to install approximately 50 linear feet of large
shot rock around bent #2 to protect it. We will also install large rock between bent 91 and bent
#2 so that the floodplain under the bridge matches the floodplains up and downstream of the
bridge. This activity will narrow the river down some under the bridge so in an effort to keep
velocities consistent, we plan to excavate a portion of the large floodplain between bent #2 and
bent #3 (see attached plan sheet). This activity will essentially maintain the upstream channel
width and will place the river in its historical location. When complete, this action should protect
our footer, reduce bank stress and reduce debris accumulation on bent #2.
Bent 93 is positioned on the southern floodplain but has experienced heavy scour damage as well.
We will place large stone around this bent too. Excavated floodplain cobble, gravel and sand will
be placed on top of this stone around bent #3 to fill the voids and provide extra protection. Due
to on-site conditions, we are not proposing to dewater the Watauga River. The installation of
clean stone along with minor floodpiain excavation is not expected to create anything more than
minor stream turbidity. The existing southern floodplain appears to be exclusively cobble, gravel
and sand from the river itself.

Bridge #6 crosses the Watauga River (Class: B, Trout, HQW). This project was reviewed for the
presence of threatened and endangered species in June of 2010. This project will have no effect
on any federally listed endangered plant or animal species. Historic compliance work will be
scheduled and concurrence with the State Historic Preservation Office will be obtained if
required.
Attached is a Preconstruction Notification Form, plan sheets, a marked county map, a marked
topography map and photographs.
By copy of this letter, it is requested that Mr. Ron Linville, Mountain Region Coordinator, with
the North Carolina Wildlife Resources Commission comment directly to you concerning the 404
Nationwide Permit application with a copy sent to me.
We would like to begin construction as soon as possible. If further information is required, please
let me know. Your early review and consideration will be appreciated.
