SUBJECT: Pipe Replacement on SR 1844 (Stack Road), lredell County
Dear Mr. Wrenn:
The North Carolina Department of Transportation requests authorization to replace an existing
pipe on SR 1844 (Stack Road) in lredell County. NCDOT proposes to replace a deteriorating 37-
foot long, 113"x71" CMPA with a double 40-foot long 113" x 71" CMPA with inlet and outlet
headwalls. Ten feet of Class 11 riprap will be embedded into the 30 ft long x 28-ft wide
scourhole at the pipe outlet for structure protection and energy dissipation. Additionally, twenty
feet of riprap will be placed along the eroding right bank at the pipe outlet for bank/structure
stabilization. A fifteen long floodplain bench will be constructed at the pipe inlet to direct low
stream flow into the main flow pipe. Temporary cofferdams and bypass pumping will be used to
manage the streamflow during construction. The scope of the work will result in 35 feet of
permanent impacts to Dutchman Creek, which is classified as Class C Waters by the Division of
Water Quality.
The project area is not located within '/z mile of any critical watershed area nor is SR 1844 a rural
or urban arterial; therefore, hazardous spill basins are not required. Enclosed is the hazardous
spill basin checklist.
This office has conducted a GIS and field survey for the project for historical sites and
threatened/endangered species sites. No sites listed on the National Register of Historic Places
are located in the vicinity of the project nor did there appear to be any eligible structures. The
federally listed species for lredell County (USFWS listed date January 31, 2008) include the
Dwarf-flowered heartleaf (Hexaslylis naniora) and the Bog Turtle (Glyptemmys muhlenbergii).
The Natural Heritage Program records document the nearest dwarf-flowered heartleaf location
approximately 27 miles southwest of the proposed project in Catawba County. The heartleaf is
usually found on dry to moist ravine slopes (usually north facing and of the oak-hickory-pine
forest type) and in boggy areas near springheads. There is no potential habitat within the
proposed project area, and no species were observed. National Heritage Program records
document the nearest bog turtle location approximately 13 miles northwest of the proposed
project area in Wilkes County. Bog turtles are usually found in bogs, marshes, and wet pastures.

There is no suitable habitat located within the project area. It is anticipated that the proposed
project will no impact on the dwarf-flowered heartleaf (Hexaslylis nan ora) or bog turtle
(Glyptenmys muhlenbergii).
