WBS No. 5B.209311. The North Carolina Department of Transportation (NCDOT) proposes to repair a failing fill slope and to protect a structure by backfilling a scour area and then armoring this area with rip rap for long term stabilization, which will involve permanent rip rap of 35 LF along the bank of a buffered stream and an additional 53 LF of stone armoring off the water to stabilize the associated fill section west of this scour. Temporary buffer impacts of 2,314 SF (1,906 SF in Zone I and 408 SF in Zone 2) are necessary to access the creek and for this scour area to be repaired. A channel change is necessary to reestablish the fill slope and the stream bed to its original location, no permanent stream loss is proposed. Temporary stream impacts of 50 LF for dewatering in order to maintain a dry work area during the repair effort. Application is hereby made for NCDENR-DWQ Section 401 Water Quality Certification (WQC) No. 3687, WQC No. 3689, WQC No. 3688, and a Tar-Pamlico Riparian Buffer Authorization. A pre-construction notification, construction plan sketch, project mapping, and photographs are attached with this request. By copy of this letter we are notifying the USACE of the intent to work under a non-reporting NWP 3, NWP 13, and NWP 33.
