Subject: July 26, 1999 pre-application field review for the proposed Wilmington
Bypass from US 421 to the I-40 interchange in New Hanover County.
(TIP No. R-2633C).
The purpose of this meeting is to review the wetland and stream impacts
associated with the CA, CB, and CC sections of the subject project. We will examine
impacts to the highest quality wetlands and review jurisdictional stream delineations and
impacts.
Please plan to meet at the Hardee's Restaurant parking lot in Castle Hayne (just
north of Wilmington) at 9:00 a.m., Monday, July 26, 1999. To get to Hardee's from
Interstate 40, take exit 414 off Interstate 40 to NC 3 (also called Holly Shelter Road).
Head west on Holly Shelter road toward Castle Hayne and US 117/NC 133. Holly
Shelter Road will end at the intersection of US 117/NC 133 in Castle Hayne. You will
find a traffic light at this intersection. Take a left at the light onto US 117/NC 133
heading south. Hardee's sits along the front of a shopping plaza. and is on the right side
about 100 yards south of the Holly Shelter Road-US 1 I7/NC 133 intersection. You
passed Hardee's if you drive by the point at which NC 132 diverges off from US 117/NC
133. To get to Hardee's from the downtown Wilmington area, take US 117/NC 133

north towards Castle Hayne. Go past the point where NC 132 merges onto US I I7/NC
133. Hardee's will be on your left side about 100 yards before the Holly Shelter Road-
US 117/NC 133 intersection. Once at Hardee's, we can leave some of the vehicles and
car pool. I have enclosed a map with the meeting place marked. If there are any
problems, I will have a cellular phone with me (919-218-9668).
The field meeting will start promptly at 9:00 a.m. and last until 6:00 p.m. Since
the project contains numerous wetland and stream sites, the meeting will last the entire
scheduled 8 hours. It is also very critical that we start at 9:00 a.m. in order to see
everything on the project. The CA section of the proposed Wilmington Bypass includes
coastal wetlands and the Northeast Cape Fear River. We will be visiting the CA section
first for those of you just interested on the impacts to coastal wetlands and the Cape Fear
River. Anyone spending Sunday and/or Monday night in Wilmington must arrange his or
her own accommodations.

Dear Mr. Gilmore:
Please reference your letter dated October 17, 2000, in which you requested a modification
to the Department of the Army permit dated September 15, 2000 that authorized the North
Carolina Department of Transportation (NCDOT) to construct the Wilmington Bypass from I-40
to US Highway 421, Wilmington, New Hanover County, North Carolina. Specifically, you have
requested that special condition (z.) of the referenced permit be modified to allow the
construction and planting of the McIntyre Wetland Mitigation site to be delayed until the summer
of 2001.
After review of your proposal and the information contained therein, we hereby modify
special condition (z.) to read as follows:
(z.) All construction and planting at the 8-acre (McIntyre Tract) site identified in special
condition (w.) shall be completed no later than June 1, 2001.
