Dear Ms. Montague:
On May 23, 2002, at your request Division of Water Quality (DWQ) staff conducted an on-site determination to
review drainage features on the subject property for applicability to the Randleman River Buffer Rules 115A NCAC 2B
.0250]. As a result of our on-site determination the DWQ has determined that several drainage features listed in the table
below and approximated on the attached map stamped and initialed by DWQ staff on 5/31/02 are subject to the
Randleman Buffer rules. No other surface waters subject to the Randleman Buffer Rules were found to exist within the
project limits.

SUBJECT: Summary of field review (stream and wetland verification by
USACE for Widening of North Main Street (Old US
311/SR1003) and Skeet Club Road from US 311 to NC 68
(Eastchester Drive), Guilford and Forsyth Counties, Federal
Aid Project No. STP-1820(2). State Project No. 8.2494701;
TIP No. U-3615
This memo serves to summarize the field review conducted by NCDOT staff and
resource agencies on April 9, 2002. Due to illness, no DWQ representative was able to
attend, therefore an additional site visit will be scheduled to receive input regarding
Randleman buffer rules as they apply to this project. Attached is a map depicting
locations of jurisdictional streams and wetlands. Also attached is a list of field
participants.
Jurisdictional surface waters are located within the project study area. Seven
unnamed tributaries (Ut) and an arm of Oak Hollow Lake (West Fork Deep River) are
crossed by project U-3615 and would be affected by the highway widening. The streams
in the project study area include unnamed tributaries to two arms of Oak Hollow
Reservoir, Hiatt Branch [DWQ Index No. 17-3-1 (1)] and West Fork Deep River [DWQ
Index No. 17-3 (0.7)]. All streams are located in the Cape Fear Basin in subbasin (03-06-
08). Streams on the project are classified as WS-IV, Class C waters, suitable for
secondary recreation and propagation of aquatic life and in moderately to highly
developed watersheds. All streams on the project are within the protected Water Supply
Watershed, while streams within 0.5 mi of Oak Hollow Reservoir are in the Critical Area
of the Water Supply Watershed. Critical area is the area adjacent to a water supply intake
or reservoir where risk associated with pollution is greater than from the remaining
portions of the watershed.

The only jurisdictional wetlands on the project are the fringe wetlands forming a
band around Oak Hollow Lake. The wetlands occur from the normal pool elevation
outward (landward) and are 2 ft wide in the northwest, northeast and southeast quadrants
and 10 ft wide in the southwest quadrant. Careful consideration will need to be used to
minimize impacts to these wetlands when designing bent placement and fill for the bridge
approaches.
The following table describes estimated impacts and mitigation requirements for the
proposed Skeet Club Road widening using Alternate 2 (5-lane and 4-lane divided
combination). These calculations are derived from preliminary plans provided by
Roadway Design Unit. Whenever possible additional measures to minimize impacts will
be implemented.

*Ut-3, Ut-3-2 and Ut-3-3 are the same stream (unnamed tributary), hich will be crossed multiple times.
The stream, Ut-3 (including Ut 3-2 and Ut 3-3) would be impacted multiple times as
this stream crosses Skeet Club Road twice (Ut-3, Ut-3-2) and then parallels the road (Ut
3-3) within the area to be widened.
Total stream impacts are estimated to be approximately 2,355 ft (including impacts
from Ut 3-3 (1500 ft) which will be relocated parallel to its existing location).
Considering the mitigation ratios listed above, (combination of 1:1 and 2:1) total
mitigation required will be be approximately 2,840 ft. Onsite mitigation (stream
relocation including impacted and adjacent streams - Ut 3-3, Ut-3-2) total at least 2,780 ft
and with stream sinuosity added to these systems, it appears that mitigation for all stream
impacts can be compensated for onsite.
