Dear Mr. Smith,
On January 10, 2002, DWQ staff met with you to conduct an on-site determination to review a drainage feature on the
subject property for applicability to the Randleman Lake Buffer Rules [ 15A NCAC 2B .02501. As a result of this on-site
determination the Division of Water Quality (DWQ) has determined that the circled drainage feature on the attached USGS and Soil
Survey maps initialed by DWQ staff on 01/10/02 is at least an intermittent stream and, therefore, is subject to the Randleman Buffer
Rules (North Carolina Administrative Code T15A:02B.0250). The stream begins on the east-side of Gallimore Dairy Road at the
outlet of a small stormwater management pond.
This letter only addresses the applicability to the buffer rules and does not approve any activity within the buffers. Please be
aware that even if no direct impacts are proposed to the protected buffers, sheet flow of all stormwater as per 15A NCAC 2B .0250(5)

SUBJECT: Guilford County, Randleman Rule Subjectivity Determination for a channel associated
with Gallimore Dairy Road (SR 1555)
This letter is intended as a formal request for a Randleman Rule subjectivity determination regardu
the channel crossing under Gallimore Dairy Road (SR 1555) just north of International. Three
copies each of the Guilford USGS 7.5-minute series USGS Topographic, and Sheet 26 of Guilforc
County Soil Survey (Soil Conservation Service, 1977) are enclosed for your review. Neither of th4
document indicates the presence of a stream at the location in question. I have visited the site and
discovered that the channel is ephemeral at the crossline; however, it feeds into a perennial stream
approximately 1000 feet west of the crossline.
The North Carolina Department of Transportation wishes to widen the travel lane in the vicinity of
the channel in question and replaced the existing mitered culvert with a culvert that is completely
enclosed. I would like to request a meeting date so that we may review the channel in question to
determine if the proposed widening activity is subject to the Randleman Rules. I will be unavailable
