Subject: Water Quality Checklist for Bridge Replacement Projects
Reference your correspondence dated January 21, 1997, in which you requested scoping comments for
four bridge replacement projects (B-3110, B-3111, B-2967, B-2589and B-3129). As I will be unable to
attend the scoping meeting for these projects on April 8, 1997, I am forwarding these comments to you
and the appropriate project engineers in writing. The Division of Water Quality requests that NCDOT
consider the following generic environmental commitments for design and construction of bridge
replacements:
A. DWQ requests that DOT strictly adhere to North Carolina regulations entitled "Design Standards
in Sensitive Watersheds" (15A NCAC 04B .0024) throughout design and construction for this
project in the area that drains to streams having WS (Water Supply), ORW (Outstanding
Resource Water), HQW (High Quality Water), B (Body Contact), SA (Shellfish Water) or Tr
(Trout Water) classifications to protect existing uses.
B. DWQ requests that bridges be replaced on existing location with road closure, when practical. It
an on-site detour is necessary, remediation measures in accordance with DWQ requirements for
General 401 Certification 2726/Nationwide Permit No. 33 (Temporary Construction, Access and
Dewatering) must be followed.
C. DWQ requests that hazardous spill catch basins be installed at any bridge crossing a stye un
classified as HQW or WS (Water Supply). The number of catch basins installed should be
determined by the design of the bridge, so that runoff would enter said basin(s) rather than
directly flowing into the strewn.
D. To the maximum extent practicable, DOT should not install the bridge bents in the creek.
E. Wetland impacts should be avoided (including sediment and erosion control
structures/measures) to the maximum extent practical. If this is not possible, alternatives that
minimize wetland impacts should be chosen: Mitigation for unavoidable impacts will be
required by DWQ if impacts exceed one acre. Smaller impacts may require mitigation by the
U.S. Army Corps of Engineers.
F. Borrow/waste areas should not be located in wetlands. It is likely that compensatory mitigation
will be required if wetlands are impacted by waste or b rrow.

G. DWQ prefers replacement of bridges with bridges. If the new structure is to be a culvert, it
should be countersunk to allow unimpeded fish passage through the crossing.
H. If foundation test borings will be required, this should be noted in the document. Geotechnical
work is approved under General 401 Certification Number 3027/Nationwide Permit No. 6 for
Survey Activities. Written concurrence from the North Carolina Wildlife Resources Commission
and U.S. Army Corps of Engineers is required in designated mountain trout counties.
I. If this project is processed as a Categorical Exclusion, NCDOT is reminded that mitigation will
be required if wetland impacts exceed one acre, in accordance with DWQ Wetland Rules { 15A
NCAC 21-1.0506 (h)(2) 1.
The attached table has been prepared by DWQ for your assistance in studying the systems involved in
these bridge replacements. This information includes the DWQ Index Number, DWQ Stream
Classification, river basin, and preliminary comments for each crossing. Please note that National
Wedand Inventory (NWI) map references are not to be replaced by onsite wetland determinations by
qualified biologists.
Thank you for your request for DWQ input. DOT is reminded that issuance of a 401 Water Quality
Certification requires satisfaction of water quality concerns, to ensure that water quality standards are met
and designated uses are not lost or degraded. Questions regarding the 401 Certification or other water
quality issues should be directed to Cyndi Bell at (919) 733-1786 in DWQ's Water Quality Environmental
Sciences Branch.

A Scoping meeting for the subject project was held on April 8, 1997. The following

The design speed will be 100 km/h (60 mph). The roadway approaches will have two 3.6
meter (12 foot) travel lanes and shoulder widths of at least 2.4 meters (8 feet). The shoulder will
be wider where guardrail is warranted. The proposed structure will be 9.2 meters (30 feet) wide,
with two 3.6 meter (12 foot) travel lanes and 1.0 meter (3 foot) offsets.
Mr. Dan Duffield of the Hydraulics Unit indicated that a new structure approximately
131 meters (430 feet) long will be required to replace the existing bridge. The new structure
should be placed at approximately the same roadway elevation as the existing bridge. A
temporary detour structure, if required, should be 73 meters (240 feet) long and could be placed 1
meter (3 feet) lower than the existing bridge.
Utility conflicts will be low for this project. There are electrical and telephone service
lines along the west side of SR 1252.
Ms. Cyndi Bell of DWQ indicated, by memo prior to the meeting; that the Tar River has
a stream classification of WS-IV NSW. Implementation of High Quality Waters - Sedimentation
and Erosion Control Measures was requested. Replacement in-place with an off-site detour
would be preferred from a water quality standpoint.
Mr. David Cox of NC WRC indicated, by telephone prior the meeting; that High Quality
Waters - Sedimentation and Erosion Control Measures will be requested. This section of the Tar
River is a spawning area for anadromous fish, so a moratorium on in-water construction will be
requested between March 1 and July 1. Replacement in-place with an off-site detour would be
preferred from a wildlife resources standpoint.
Ms. Debbie Bevin of the State Historic Preservation Office (SHPO) indicated that there
are no known architectural sites in the immediate project area. However, there is one known
archaeological site that may need to be evaluated [31Ed5]. An architectural evaluation of the
houses to the north of the crossing was also requested.
The Traffic Forecasting Unit has indicated that near Bridge No. 44, SR 1252 carries 2000
vehicles per day at present [1996]. This f igure is expected to increase to 4100 vehicles per day by
the year 2020. These traffic figures include 3% dual tired vehicles [DUAL], and 2% truck-tractor
semi-trailers [TTST]. The design hourly volume [DHV] is 10%. SR 1252 is classified as a Rural
Minor Collector in the Statewide Functional Classification System.
The Edgecombe County School Bus Transportation Coordinator indicated that there are
two school busses crossing this bridge twice per day. An off site detour will cause some delays
and inconvenience, but no significant problems.
Two alternate will be evaluated for replacing Bridge No. 44 over the Tar River.
Alternate One - The existing bridge will be removed and replaced in place. Traffic will
be maintained on a temporary structure located west of the existing bridge.
Alternate Two - The existing bridge will be removed and replaced on new alignment to the
west of the existing bridge. Traffic will be maintained on the existing bridge during construction.
The TIP cost estimate for this project is $ 350,000 including, $325,000 for construction
and $ 25,000 for right of way. Preliminary constriction cost estimates are not available at this
time. The current project schedule calls for right of way acquisition to begin in January 1999 and
constriction to begin in January 2000.
