For development that involves the filling and/or excavation of more $475 60%($285) 40%($190) than one acre of wetlands and/or open water areas: North Carolina Department of Transportation SR 1234 at Taylors Beach Tyrrell County Project Setting The project site is located on SR 1234 in Tyrrell County at Taylors Beach near Columbia, North Carolina. Taylors Beach is a residential water front community with a canal system bisected by SR 1234. A relatively undeveloped one acre parcel located in the central portion of the community serves as a base for several commercial fishing operations. At the proposed project site SR 1234 is a 20' wide paved roadway (two 10' travel lanes) that is bordered by the canal system on both sides for approximately 200'. The road shoulders on either side are less than 6' in width and have experienced some scouring over time. A 96" culvert under SR 1234 maintains flow to the Albemarle Sound. The Division of Coastal Management jurisdiction only applies to the northern half of the canal system. The top of the road shoulder slope is approximately 5.5' above the normal water level in the canal. The road shoulder is vegetated with domestic grasses. The northern half of the canal system at the project site is 60' wide and has three small docks located on the opposite shore. Water depths in the canal are between 4' to 6'. The Albemarle Sound is classified as SB in the vicinity of the project site. Project Description The applicant proposes to refurbish and widen the existing road shoulders to 6' and stabilize the side slope with rip-rap for a distance of 115' along the canal. The new road shoulder will have a side slope of 1.5:1. The rip-rap alignment will average 10' waterward of the normal water level with a maximum distance waterward of 13'. Project Impacts The project as proposed will result in the filling of 1,150 ftz of canal bottom and 460 ft' of uplands. There will be some localized short term turbidity during installation. EASLEY GOVERNOR May 7, 2001 Steve Trowell Division of Coastal Management Washington Regional Office 943 Washington Square Mall Washington, NC 27889 LYNDO TIPPETT SECRETARY SUBJECT: Major Pernit for Road Shoulder Stabilization using rip-rap on SR 1234 (Taylor Beach Road) Tyrrell County Dear Mr. Trowell The Department of Transportation proposes to stabilize the shorebank with rip- rap, damaged by previous storms, on Taylor Beach Road (SR 1234), Tyrrell County at the Canal/Marina crossing at the existing pipe. Shoulders are less than 6 feet in some places and are badly eroded and rounded. The pipe will not be replaced by this project. The purpose of this project is to have 10 foot pavement, 6 foot of earth shoulder at a 1": F fall, and 1.5:1 side slopes lined with "Class I" rip-rap to improve road safety. The rip- rap will extend approximately 115 feet in length on the Marina side of the road and average a distance waterward of 10 feet with a maximum distance waterward of 13 feet. Because of the elevation and steep slope (elevation = 10 feet), no wetlands are impacted but approximately 0.053 acres of existing high quality waters are impacted with rip-rap. The NC DOT is requesting that the proposed project be authorized under the Coastal Area Management Act major pen-nit.
