APPROVAL of Tar-Pamlico Buffer Rules AUTHORIZATION CERTIFICATE with ADDITIONAL
CONDITIONS
Dear Mr. Gilmore,
You have our approval, in accordance with the attached conditions, to impact 300 linear feet of streambank
and buffer for the purpose of stabilizing the Far Creek shoreline to protect the structural integrity of US 264.
The project shall be constructed exactly according to your application dated February 16, 2001and any
conditions listed below. This approval shall act as your Authorization Certificate as required within the Tar-
Pamlico River Riparian Area Protection Rules (15A NCAC 2B .0259). In addition, you should get any other
required federal, state or local permits before you go ahead with your project including (but not limited to)
Sediment and Erosion Control.
This approval is only valid for the purpose and design that you described in your application dated February
16, 2001. If you change your project, you must notify us and you may be required to send us a new
application. If the property is sold, the new owner must be given a copy of this authorization and approval
letter and is thereby responsible for complying with all conditions. For this approval to be valid, you must
follow the conditions listed below.
? Access through the protected buffer shall be limited to that which is solely necessary for access to the
referenced streambank. No additional impacts including the staging of equipment, construction of access
roads, or other unauthorized activities is permitted.

If you do not accept any of the conditions of this authorization, you may ask for an adjudicatory hearing. You
must act within 60 days of the date that you receive this letter. To ask for a hearing, send a written petition,
which conforms to Chapter 150B of the North Carolina General Statutes to the Office of Administrative
Hearings, P.O. Box 27447, Raleigh, N.C. 27611-7447. This authorization and its conditions are final and
binding unless you ask for a hearing.
This letter completes the review of the Division of Water Quality under the "No Practical Alternatives"
determination required in 15A NCAC 2B .0259(8). If you have any questions, please contact John Hennessy

I had sent this project to Deborah Sawyer about a month ago, but
with everyone being so busy, she has not been able to get to it.
Basically, the purpose 0 this project is to stabilize 300 foot of
shorelino of Far Crock along vs 264 south of Englehard, NC.
This shoreline has boon damaged by past storms and has eroded the
road shoulder to as little as a foot. The average shoulder is
now about 4 feet. On 2/9/01 we received a CAMA .1100 general
permit to do this work, but because we are within the Tar Pamlico
Basin, we require written authorization from the Diviaon or the
delegated local authority. I am faxing you a copy of this
project along with a vicintiy map. If you have any questions
just ask! Thank you for your assistance in this important
matter,

Dear Ms. Sawyer,
The NC DOT has received a CAMA .1100 general permit to stabilize the
shoreline of Far Creek along US 264 south of Englelv'd, NC from the NC DOT rest area
south 300 feet and a maximum five (5) feet waterwar4 This shoreline had been damaged
by the hurricane in September 1999. NC DOT will pi
ce 55.0 cubic yards of NC DOT
Class B stone below water level using a backhoe. M ual labor may be needed to place
some of the rip-rap under the boardwalk. No wetlanwill be effected.
