The attached revised site plan map for the above referenced project was prepared by DOT in response to a request from DCM to better define which wetland impacts on this project are to CAMA wetlands versus 404 wetlands. DOT conducted a wetland survey on July 9, 2001 which resulted in the attached revised site plan map. Please note that the estimate of wetland impacts has changed from the original site plan map submitted with the CAMA permit application as follows: Estimate of fill in CAMA wetlands: Original was 1597 square feet. Revised is 298 square feet. Estimate of fill in 404 wetlands: Grand total of estimated fill in wetlands: Original was 1451 square feet. Revised is 2892 square feet. Original was 3048 square feet. Revised is 3190 square feet. As you will note, the grand total of estimated fill in wetlands has increased by approximately 142 square feet. A 401 Water Quality Certification was issued for this project on June 22, 2001 authorizing 0.075 acres of fill in wetlands and shallow bottom. A Nationwide Permit 18 was issued on July 16, 2001. The CAMA permit application is currently circulating to state agencies for review and comment. Please let me know as soon as possibly if the revised estimate of wetland impacts in any way changes the already issued 401 Water Quality Certification and Nationwide Permit 18. PROJECT SUMMARY: The applicant is the N.C. Department of Transportation. The proposal is to upgrade the existing gravel secondary road to a 2 lane paved road that complies with State Highway standards for secondary roads. 9. PROJECT DESCRIPTION: The site of this proposal is State Road 1704(Becton Road) in the community of Bachelor, NC. The road is approximately 2 - 10' above msl. The culverted crossing at Great Neck Creek is flanked with wooded Cypress/Gum swamp wetlands and coastal wetlands on either side. This area is primarily residential, and undeveloped wooded swamp and forest. The site consists of a 15' wide creek body at the existing culvert crossing with the remainder of state road 1704 on high ground. The coastal wetland consists of Juncus roemerianus, Typha spp. and Cladium jamaicense. The adjacent uplands are forested, and are vegetated primarily with various pines, Tulip Poplar, and Oak. Soils in the area are loams and sandy loams. Great Neck Creek is coastal waters at the project site, and is classified SA-NSW by the Division of Water Quality and subject to the Neuse River Buffer Rules. The area is open to shellfishing, and is not designated as primary nursery area by the North Carolina Division of Marine Fisheries. The project begins at State road 1700 (Adams Creek Road) and terminates at the existing road end (6864 feet). The Craven County Land Use Plan designates the project area as Limited Transition, with all areas lying within CAMA Areas of Environmental Concern, designated as Conservation. The proposal is to replace the 3 existing 30-inch diameter by 48 feet long culverts with 4 new 36- inch diameter by 60 feet long culverts on the existing alignment, to allow for State Highway standards. The ends of the culverts will be stabilized with riprap. The roadway, shoulders and slopes will extend for a width of 43 feet or less (12 feet wider than existing) at the culverted crossing, to minimize impacts to coastal and 404 type wetlands. The approaching roadway will be widened to 20' and paved. The road shoulders will be widened from 6' to 8'. The pavement, shoulders and ditches of the high ground portion of State Road 1704 will encompass the entire 60- foot right of way. Silt fences, silt basins and temporary rock silt check damns will be used to minimize erosion and sedimentation. Roadside ditches will terminate in high ground and the flow will be dispersed through vegetated uplands before entering wetlands. FIELD INVESTIGATION REPORT NC DOT - SR 1704 May 23, 2001 PAGE 3 10. ANTICIPATED IMPACTS: As proposed, this culvert replacement, road widening and paving will result in the following impacts: Approximately 1597 square feet of coastal wetlands will be filled by road shoulder and culvert, 1451 square feet of 404 type wetlands will be filled by road shoulder and culvert, and 240 square feet of shallow bottom will be filled by culvert and riprap. Approximately 9.45 acres of high ground will be graded, filled or excavated for the roadway and paving. There is a high probability of turbidity to be expected during the replacement of the culverts. Stringent sedimentation/erosion control measures can minimize this. Storm water concerns have been addressed by terminating ditches with diffuse flow over vegetated high ground. Principally local residents use state Road 1704. The widening and paving of the roadway and replacement of the deteriorated culverts should enhance the safety of motorists using SR 1704. Box 1587 Greenville, NC, 27835 APPROVAL of 401 Water Quality Certification Dear Mr. Johnson: You have our approval, in accordance with the attached conditions, to place fill in 0.075 acre of wetlands and shallow bottom in order to upgrade SR 1704 in Craven County, as described in your application received by the Division of Water Quality on June 5, 2001. After reviewing your application, we have determined that this fill is covered by General Water Quality Certification Number 3274 which can be downloaded from our web site at http://h2o.enr.state.nc.us/ncwetlands . This Certification allows you to use your CAMA Permit when it is issued by the NC Division of Coastal Management. In addition, you should get any other federal, state or local permits before you go ahead with your project including (but not limited to) Sediment and Erosion Condrol, Non-Discharge and Water Supply Watershed regulations. Also this approval will expire when the accompanying CAMA Permit expires unless otherwise specified in the General Certification. This approval is only valid for the purpose and design that you described in your application. If you change your project, you must notify us in writing and you may be required to send us a new application for a new certification. If the property is sold, the new own"ust be given a copy of the Certification and approval letter and is thereby responsible for complying with all conditions. -if total wetland fills for this project (now or in the future) exceed one acre, compensatory mitigation may be required as described in 15A NCAC 2H .0506 (h). For this approval to be valid, you must follow the . conditions listed in the attached certification. If you do not accept any of the conditions of this certification, you may ask for an adjudicatory hearing. You must act within 60 days of the date that you receive this letter. To ask for a hearing, send a written petition conforming to Chapter 150B of the North Carolina General Statutes to the Office of Administrative Hearings, P.O. Box 27447, Raleigh, N.C. 27611- 7447. This certification and its conditions are final and binding unless you ask for a.hearing. This letter completes the review of the Division of Water Quality under Section 401 of the Clean Water Act.
