APPROVAL of 401 Water Quality Certification
Dear Mr. Johnson:
You have our approval, in accordance with the attached conditions, to excavate, fill and disturb 0.043 acre of
shallow bottom habitat and wetlands in order to replace Bridge #127 on SR 1722 with three aluminum pipe arches in
Beaufort County, as described in your application received by the Division of Water Quality on July 11, 2001. After
reviewing your application, we have determined that this fill is covered by General Water Quality Certification Number 3274
which can be downloaded from our web site at http://h2o.enr.state.nc.us/ncwetlands . This Certification allows you to use your
CAMA Permit when it is issued by the NC Division of Coastal Management. In addition, you should get any other federal,
state or local permits before you go ahead with your project including (but not limited to) Sediment and Erosion Control,
Non-Discharge and Water Supply Watershed regulations. Also this approval will expire when the accompanying CAMA
Permit expires unless otherwise specified in the General Certification.
This approval is only valid for the;purpose and design that you described in your application. If you change your,.
project, you must notify us in writing and you maybe required to send us anew application for a. new.certification....lf the..:,;
property is sold, the new owner must be given.a copy of the Certification and approval letter and is thereby responsible for
complying with all conditions. If total wetland fills for this project (now or in the future) exceed one acre, compensatory
-mitigation may be required as described in 15A NCAC 2H .0506 (h). For this approval to be valid, you must follow the
conditions listed in the attached certification.
If you do not accept any of the conditions of this certification, you may ask for an adjudicatory hearing. You must
act within 60 days of the date that you receive this letter. To ask for a hearing, send a written petition conforming to Chapter
150B of the North Carolina General Statutes to the Office of Administrative Hearings, P.O. Box 27447, Raleigh, N.C. 27611-
7447. This certification and its conditions are final and binding unless you ask for a hearing.
This letter completes the review of the Division of Water Quality under Section 401 of the Clean Water Act. If you

Project Location: On SR 1722 in Ransomville at the crossing of North Creek, a tributary to
Pamlico River.
Proposed Project: Proposes to replace the degraded timber bridge (Br. #127) with 3 corrugated
aluminum structural plate pipe arches with head walls and wing walls. This will
allow 8 foot shoulders that comply with State Highway standards for secondary
roads.

only high quality copies will be accepted. Blue-line
prints or other larger plats are acceptable only if an
adequate number of quality copies are provided by

regarding that agency's use.of larger drawings.) A site
or location map is a part of plat requirements and it
must be sufficiently detailed to guide agency personnel
unfamiliar with the area to

Please reference the application of the NC Department of Transportation for Department
of the Army (DA) authorization and a State Water Quality Certification to replace an existing
bridge with culverts, identified as Bridge 127, located off State Road 1722, adjacent to North
Creek, in Ransomville, Beaufort County, North Carolina. Your receipt of this letter verifies
your acceptance of a valid request for certification in accordance with Section 325.2(b)(ii) of
our administrative regulations.
We are considering authorizing the proposed activity pursuant to Section 404 of the Clean
Water Act, and we have determined that a water quality certification is required under the
provisions of Section 401 of the same law. A Department of the Army permit will not be
granted until the certification has been obtained or waived.
In accordance with our administrative regulations, in most cases, 60 days after receipt of
a request for certification is a reasonable time for State action. Therefore, if you have not
acted on the request, or asked for an extension of time, by October 1, 2001, the District
Engineer will deem that waiver has occurred.

8. PROJECT SUMMARY: The applicant is the N.C. Department of Transportation. The
proposal is to replace the degraded timber bridge with 3 corrugated aluminum structural plate
pipe arches with head walls and wing walls. This will allow 8 foot shoulders that comply with
State Highway standards for secondary roads.
9. PROJECT DESCRIPTION:
The site of this proposal is State Road 1722, at the crossing of North Creek, in the community of
Ransomville, Beaufort County, NC. The road is approximately 3 feet above NWL. The general
purpose of the project is to replace the deteriorating timber bridge with culverts, to allow for a 22
foot pavement width and 8 foot shoulder width. The bridged crossing at North Creek is flanked
with wooded Pine/Gum swamp wetlands, coastal wetlands, pasture and residential land. This area
is primarily residential, agricultural and undeveloped wooded swamp and forest. The site consists
of a 20' wide creek downstream of the crossing. The creek widens adjacent to the bridge to 25' at
the south side and 31' at the north side. At the north side of the bridge (upstream), the.zreek
branches to the main stream (15'), a smaller steam (8') and a ditch. The coastal wetland consists
of Spartina cynosuroides, Scirpus spp. and Cladium jamaicense. The adjacent uplands are
pastuelands, agricultural fields, residential land and forested, and are vegetated primarily with
various elm, pines, cedar, gum, grasses and wheat. North Creek is Joint waters at the project
site, and is classified SA HQW NSW between the Pamlico River and SR 1722 and classified:CSwv
NSW between SR 1722 and its headwaters by the Division of Water Quality and subject to the
Tar-Pamlico River Buffer Rules. The area is closed to shellfishing, and is designated as primary
nursery area by the North Carolina Division of Marine Fisheries. The Beaufort County Land Use
Plan designates the project area as Rural with Services , with all areas lying within CAMA Areas
of Environmental Concern, designated as Conservation.
The proposal is to replace the existing 30 feet wide by 35 feet long timber bridge with three 97"
wide x 6'6" tall x 49'6" long corrugated aluminum structural plate pipe arch's (culverts) on the
existing alignment. The addition20 foot width will allow for 8 foot road shoulders as required for
State Highway standards. The ends of the culverts will be stabilized with headwalls and wingwalls
to eliminate the need for slopes extending into coastal shoreline, esturine waters, public trust
waters, 404 type wetlands and coastal wetlands. The approaching roadway will be unchanged.
Best Management Practices will be used to minimize erosion and sedimentation.

10. ANTICIPATED IMPACTS:
As proposed, the replacement of the existing bridge with three culverts will result in the following
impacts: Approximately 124 square feet of 404 type wetlands will be filled by road shoulder, and
1750 square feet of shallow bottom will be filled by culverts and fill surrounding the culverts.
Approximately 96 square feet of high ground will be graded, filled or excavated for the roadway
and paving. There is a high probability of turbidity to be expected during the replacement of the
culverts. Stringent sedimentation/erosion control measures can minimize this. The NC DOT has
reduced their original proposal to install 70 foot culverts with sloped road shoulders to the shorter
49'6" culverts with head and wing walls in order to avoid the impact of an additional 800 sqare
feet of impacts to shallow bottom, esturine waters , 404 type wetlands and coastal shoreline.
Principally local residents use state Road 1722. The replacement of the bridge with culverts and 8
foot road shoulders will upgrade the crossing to improve safety of traffic movement and have the
comply with State safety standards for secondary roads. North Creek is a Primary Nursery Area
and may be impacted by this project.
The collective disturbance area for the project is 0.045 acres.
