Box 1000 U Washington, North Carolina 27889 Dear Mr. Bell: SUBJECT: Hertford County, Replacement of Bridge No. 91 over Mill Branch. The North Carolina Department of Transportation is planning to replace bridge No. 91 in Hertford County. Bridge No. 91 is located on SR 1175 approximately 0.8 miles south of US 158 and is a tributary to Potecasi Creek in the Chowan River Basin. The deteriorated condition of Bridge No. 91 necessitates replacement. Bridge No. 91 is a timber bride built in 1965. The NCDOT proposes to replace bridge 91 at the existing location with a 25'2" x 7'0" corrugated aluminum box culvert. All construction will be contained within the existing roadway section. Therefore, no wetlands will be impacted by this project. Approximately 0.01 acres of surface waters will be impacted by the placement of the proposed culvert. Please find attached the permit drawings and adjacent property owners for the proposed work. The NCDOT requests that this project be authorized by a Regional General Permit No. 31. The North Carolina Division of Coastal Management has notified the NCDOT in writing that bridge 91 does not fall within the jurisdiction of the NCDCM. Therefore, no approval from the NCDCM is required. A copy of that letter is included for reference. If P. O. Riddick: This letter is in reference to your 11 and 15 June 1999 requests to review three bridge replacement sites No. 108, No.91 and No. 14 in Bertie, Hertford and Hyde Counties to determine if CANNA jurisdiction is warranted. Bridge No. 108 on SR 1121 in Bertie County and bridge No. 91 on SR 1175 in Hertford County does not fall within the definition of Estuarine Water or Public Trust Area as described in Subchapters 7H.0206 and 7H.0207 of the North Carolina Administrative Code. Therefore, m permit is required from this Division for development at this site. Bridge No. 14 on SR 1108 in Hyde County d= fall within the definition of Public Trust Area as described in Subchapter 7H.0207 of the North Carolina Administrative Code. Therefore, a 12ermi is required from this Division for development at this site. Please note that this bridge is within the Lake Landing Historic District. Although the bridge itself is not a historic structure, we request that you submit written confirmation of coordination with the Division of Archives and History ( Contact Renee Gledhill Earley at 919-733-4763) prior to permit issuance. This letter also is in reference to your request for permit requirements to conduct Qeotechnical test borings in Tyrrell, Dare and Currituek Counties on the Scuppernong River, Alligator Ri?-er and Currituck Sound.
