Dear Mr. Lund:
I have enclosed a straight line diagram with erosion control plan, a PCN application for
NWP #26, and a location map relative to the paving project on SR 1312, Griffith Branch
Road, Mitchell County, NC.
Griffith Branch Road is currently a 12-14 feet wide gravel road. Division of Highways
plans to pave the road 18 feet wide and increase the typical section. Grading will be light
to moderate. The project starts at the end of pavement on SR 1312 and proceeds in a
horseshoe shape for a distance of 1.60 miles.
We propose to extend seven existing culverts and place one new culvert on two small
streams (<2 feet wide). The total linear feet of culvert extensions will be 145 feet on
Raccoon Creek and 145 feet on an unnamed tributary to Brummett Creek (see attached
culvert sheet). Existing channel morphology will be maintained upstream and
downstream of the culvert. If fish were present, new culverts or extensions would not
impede fish movements. Riparian vegetation will be reestablished along disturbed areas
associated with the culvert extensions. Natural substrates will be placed in disturbed
channels following placement of the culvert.
Stream channel relocation is also proposed for 401 linear feet of Raccoon Creek and 250
feet of the unnamed tributary to Brummett Creek. The proposed relocations are
necessary due to location of existing residences/structures adjacent to road alignment.
The proposed stream channel will be constructed according to existing pattern, profile,
and dimensions of the existing streams. Stream construction will be performed in the

dry. Natural stream substrates and riparian vegetation will be reestablished along the new
channel. Woody vegetation (black willow, silky dogwood, and tag alder) shall be planted
along the new channels at a rate of 6,727 stems per hectare.
By copy of this letter, we request Mr. Ron Linville, North Carolina Wildlife Resources
Commission Western Piedmont Coordinator, to comment directly to the Corps
concerning the permit request.
By copy of this letter, we are asking W. Neil Trivette, Area Roadside Environmental
Engineer, to comment on the above project. A buffer variance will be required temporary
encroachment into the 25-foot buffer zone from stations 1+00 to 40+00, and 50+00 to
92+00.
By copy of this letter, I am forwarding seven (7) copies of the application package to
John Dorney, NC DENR, Division of Water Quality, 401/Wetland Unit for review. A
$475.00 check is enclosed for application processing. Please forward comments directly
to the Corps with copy to Division 13 Environmental Officer.
Your earliest consideration for this request would be greatly appreciated. The anticipated

Road). The project will involve extension of seven existing culverts and placement of one new culvert (see
attached culvert sheet). The total length of the pipe extensions/additions will be 290 linear feet (145 feet on
Raccoon Creek and 145 feet on an unnamed tributarv to Brummett Creek. Culverts will not imnede fish
movements.

Generally, the order of installation of the erosion control measures will be as
follows:
Temporary silt basins shall be installed before clearing and
grubbing begins.
Silt fences and temporary silt ditches shall be installed after
clearing and before grading.
Temporary stone ditch checks shall be installed as soon as
ditch line is established.
Pipe outlet and inlet protection will be done as soon as the
pipe is installed.
Seeding and other permanent erosion control measures are
to be implemented as soon as practical.
Temporary rock silt checks (type B) will be spaced as required
by percent of grade as described on page VI-16 in the Erosion
And Sedimentation Guidelines.
No. 5 stone, or equivalent, will be used in conjunction with
temporary rock silt check Type-B in locations where water is
leaving the project or entering a pipe.
Silt basin size is 12'x3'x2' for 100 feet of disturbed ditch line unless otherwise
noted.
Silt basin (Type B) are designed for 1200 cubic feet per acre every storm event
and cleaned out when half full.
