BOX 25201, RALEIGH, N.C. 27611-5201 GOVERNOR December 17, 1995 U. S. Army Corps of Engineers Asheville Regulatory Field Office 151 Patton Avenue, Room 143 Asheville, North Carolina 28801-5006 ATTN.: Mr. Steve Lund NCDOT Coordinator Dear Si-: DAVID MCCOY SECRETARY FEB - ?j Subject: Iredell County, Replacement of Bridge No. 314 over Fourth Creek or SR 2322, Federal Project No. BRZ-2322 (2), State Project No. 8.281301, T.I.P. No. B-2579. Action I.D. 19983000'- On October 9, 1997 a Nationwide 23 verification was issued by you for the subject project. At that time we had planned to replace bridge No. 314 approximately 6 meterF (20 feet) southeast of the existing structure with a new bridge 50 meters (165 feet) long and 9.75 meters (32 feet) wide. We have changed the design of the project. We will now replace the bridge on its existing location with a bridge 40 meters (131 feet) long and 9.75 meters (32 feet) wide. As with the original design, traffic will be detoured on secondary roads during construction. Construction of the proposed project will not impact any jurisdictional wetlands. In addition to the design change, the permit issued on October 9, 1997 for a period of two years expired on October 9, 1999. The Natural Resources Technical Report (NRTR) was updated to assess impacts not addressed in the original NRTR. Impacts on jurisdictional areas were unchanged. Bridge Demolition: The existing bridge will be removed. The substructure and superstructure of the existing bridge is composed entirely of timber. Therefore, Bridge No. 314 will be removed without dropping any components into Waters of the United States during construction. The DOT requests that the USACE reauthorize this bridge replacement project in Iredell County under a Section 404 Nationwide Permit 23. Reissuance of the 401 Water Quality Certification by the Division of Water Quality is also requested. If you have any questions or need additional information please call Ms. Alice N. Gordon at 733-1162. Sincerely, k-4-- William D. Gilmore, P.E., Manager PMject Development & Environmental Analysis Branch cc: w/attachment Mr. David Franklin.
