APPROVAL of 401 Water Quality Certification
Dear Mr. Lee:
You have our approval, in accordance with the attached conditions, to place fill material in 0.014 acre of
shallow bottom in order to construct a new boat ramp associates with a maintenance facility on the Brunswick
River in Brunswick County, as described in your application dated 20 July 2000. After reviewing your application,
we have determined that this work is covered by General Water Quality Certification Number 3274. This
Certification allows you to use your CAMA Permit when the NC Division of Coastal Management issues it. In
addition, you should get any other federal, state or local permits before you go ahead with your project including
(but not limited to) Sediment and Erosion Control, Coastal Stormwater, Non-Discharge and Water Supply
Watershed regulations. Also this approval will expire when the accompanying CAMA Permit expires unless
otherwise specified in the General Certification.
This approval is only valid for the purpose and design that you described in your application. If you change
your project, you must notify us and you may be required to send us a new application for a new certification. If
the property is sold, the new owner must be given a copy of the Certification and approval letter and is thereby
responsible for complying with all conditions. If total wetland fills for this project (now or in the future) exceed
one acre, compensatory mitigation may be required as described in 15A NCAC 2H .0506 (h). For this approval to
be valid, you must follow the conditions listed in the attached certification.
If you do not accept any of the conditions of this certification, you may ask for an adjudicatory hearing. You
must act within 60 days of the date that you receive this letter. To ask for a hearing, send a written petition
conforming to Chapter 150B of the North Carolina General Statutes to the Office of Administrative Hearings, P.O.
Box 27447, Raleigh, N.C. 27611-7447. This certification and its conditions are final and binding unless you ask
for a hearing.
This letter completes the review of the Division of Water Quality under Section 401 of the Clean Water Act.

8. PROJECT SUMMARY: The Department of Transportation proposes redevelopment of an
existing bridge maintenance facility on the Brunswick River;along with a new boat ramp.

9. PROJECT DESCRIPTION
This Department of Transportation Bridge Maintenance Facility site is located on State Road 1554 which
is accessed off of Highway 133 in Belville near the elementary school. The property backs up to the
Brunswick River just South of the Highway 17/74 bridge. The size of the tract is approximately 24 acres,
which includes land that is under water. About 16 of the 24 acres is above mean high water. In
addition to high ground there are federal and coastal wetlands on the tract. The property is currently
developed with a pier and dock, eight buildings, parking lot and storage yard. The existing facility is
served by an on-site septic tank. Six of the eight buildings, the existing parking lot and the septic tank
are to be removed or demolished. Some utility relocation is proposed as part of the project. Planned
new construction includes an office building with parking, a warehouse, a storage area or laydown yard,
a shed, and a stormwater pond with associated inlets, outlet and piping. The redevelopment will be served
by city sewer and a city/county water system. The proposed high ground development will result in an
approximate total impervious surface coverage of 40%. Approximately 1.41 acres of the site lies within
the 75' estuarine shoreline area of environmental concern. Of the 1.41 acres, 33 % would be impervious.
Stormwater runoff retention has been designed and is included on the permit drawings. The retention
basin has been designed to catch runoff from about 98 % of the site. A new boat ramp providing access
into the Brunswick River is proposed. The boat ramp will be 15' wide and constructed of concrete,
extending 30-40' below mean high water. Details for the ramp are on the plans.
The proposed project is a Major CAMA Application because of the amount of land disturbance and the
proposed new boat ramp. Areas of Environmental Concern that are impacted are public trust and
estuarine waters and estuarine shoreline. No work is planned on the existing pier and dock other than
storm damage repair. The waters of the Brunswick River have been classified as SC by the Division of
Water Quality. The Division of Marine Fisheries has designated this area as a Primary Nursery Area.
The Brunswick River has no shellfish resource and is therefore, closed to shell fishing.
`Ile shOrelirue of the property is configured such that it`appears to be -'a large boat basin off of the main
river channel flanked by coastal wetlands on each side. This is best depicted on Sheet C lA of the plans.
Existing water depths in the area around the proposed boat ramp location range from -.62' to -5.6' at low
tide. The existing water depths are shown on the 8 1/2" x 11" sheet titled New Boat Ramp Area Topo.
Portions of the shoreline along the landward edge of the basin (Brunswick River) have been bulkheaded

concrete to a failing, dilapidated wooden wall. For the most part there is open water adjacent to the
bulkheaded areas. Wide coastal marsh fringes of cordgrass flank each side of the basin area.
10. ANTICIPATED EVIPACTS
Construction of the proposed boat ramp will result in the fill and excavation of 450 square feet of shallow
bottom habitat. Temporary turbidity will likely result from the construction. Approximately 11 acres
of high ground will be disturbed as a result of the redevelopment activities. Sedimentation and erosion
control measures will be necessary to keep soil on the site. A permanent stormwater retention pond is
required to handle the stormwater from the impervious surface areas.
No federal or coastal wetland impacts are proposed in conjunction with this project.

The existing facilities include eight buildings, parking, laydown area, an existing
boat ramp, and piers on the east side of N.C. Highway 133. The total acreage is 12.49
acres of which approximately 5.5 acres is high ground area. On the west side of N.C.
133 the area is used for laydown of materials. The area is 12.03 acres.
The proposed facilities on the east side include the demolition of six of the
existing structures and the construction of two new structures with associated parking.
No new bulkheads will be constructed; however, a 15' x 30' x 1/2 concrete ramp will be
constructed on land and pushed into an excavated pit at the end of the existing ramp.
This is the only construction in the dock area of the project.
The project was separated into the east and west sides for permitting of
stormwater and erosion. The erosion control permit was first obtained for the west
side. Shortly thereafter, it was decided to combine the permit to include both the east
and west sides and was resubmitted. That project number is 990827 BR.
Stormwater permits have been obtained for the west side (Permit Number SW 8
990840) and the east side (Permit Number SW 8991140).
